During the working trip, Deputy Prime Minister – Plenipotentiary of the President in the Far Eastern Federal District Yuri Trutnev held a meeting on the implementation of an investment project for the development of the Baimskaya ore zone located in the Chukotka Autonomous Okrug, got acquainted with the progress of gasification of the Anadyr thermal power plant, and visited a year-round greenhouse complex.

Opening the meeting, Yuri Trutnev noted that the construction of a mining and processing plant for the development of deposits in the Baim ore zone will be the largest investment project in the Far East. “570 billion of private investments, 1 trillion rubles of budget revenues during the implementation of the project, the creation of about 3 thousand jobs. This is a project that will actually transform the economy of Chukotka, making it self-sufficient, ”he said.

The mine will be commissioned by 2027, and in 2028 it will reach its design capacity. The enterprise will produce copper and molybdenum concentrates containing copper, gold and silver in the first case and molybdenum in the second. The project is included in the Strategy for the Socio-Economic Development of the Far East for the Period up to 2025 and the Strategy for the Socio-Economic Development of the Chukotka Autonomous Okrug until 2030.

The project will be implemented in the Chukotka priority development area. The agreement on granting the investor the status of a TOP resident was signed by the Minister for the Development of the Far East and the Arctic Alexei Chekunkov and the chairman of the board of directors of GDK Baimskaya LLC (part of the KAZ Minerals group) Oleg Novachuk.

“The Russian government provides comprehensive support to the project. The construction of the new enterprise will be a significant contribution to the social and economic development of not only Chukotka, but the entire Far East, ”said Alexey Chekunkov.

Along with tax benefits for residents of the TOP (insurance premiums reduced to 7.6% for 10 years, zero taxes on property, profits and land for the first 5 years), the investor will be able to take advantage of the reduction coefficient on mineral extraction tax for 10 years.

The meeting discussed issues of infrastructure construction. It is planned to create a year-round port, build an all-season road that will connect Baimsky GOK with Bilibino and the port. The power supply of the project will be carried out using power plants based on nuclear power units. This decision was agreed in March by Prime Minister Mikhail Mishustin. The construction of power units will be carried out at the expense of the state corporation “Rosatom”, the construction of the power transmission line – at the expense of the federal budget. Taking into account the decision taken by the Ministry for the Development of the Russian Far East, a revised comprehensive plan was submitted to the Government.

In Chukotka, gasification of the Anadyr CHPP is being carried out – the largest thermal power plant in Chukotka, part of the RusHydro group. The station provides electricity and heat to the city of Anadyr and the village of Tavaivaam, and also transmits electrical energy via a 35 kV submarine cable to the left bank of the Anadyr estuary in the village of Ugolny Kopi. The electric power of the station is 50 MW, the thermal power is 140 Gcal / h. Since 2017, a gasification project has been implemented at the station, the goal of which is to increase the efficiency of equipment, reduce specific fuel consumption and improve the environmental situation in the region. “Gasification of the Anadyr CHPP is an important project for Chukotka and the entire Far East. It organically combines increasing the efficiency of the station and improving the environmental friendliness of its work, – explained Yuri Trutnev during the inspection of the station. – The modernization of the CHPP increases the reliability of heat and power supply to residents of Anadyr and gives a new impetus to the development of the energy sector in the Arctic.

The gasification project is being implemented in two stages. One of the two power units of the station was switched to gas at the end of 2018. In less than a year, all the necessary infrastructure was created at the station, supply communications were installed, technical re-equipment of the boiler unit was carried out, and a new chimney was installed. The second stage of gasification of the station is coming to an end. It includes the conversion of boiler unit No. 1 to gas. Construction and installation work has already been completed, equipment is being tested.

On the same day, Yuri Trutnev got acquainted with the implementation of the project for the construction of greenhouses built in extreme conditions – the permafrost zone. The project is being implemented by an individual entrepreneur Pavel Makatrov, a resident of the Chukotka ASEZ.

“Thanks to the territories of advanced development in the Far East, several large greenhouses have already appeared in various regions, including those with a difficult, harsh climate. These projects are being implemented in Chukotka, Yakutia, Khabarovsk Territory, Sakhalin Region. Tax breaks provide new opportunities for entrepreneurs looking to grow vegetables. And the entrepreneurs themselves, implementing such projects, make a significant contribution to improving food security, import substitution, improving the quality and availability of vegetable products for the Far East, ”the Deputy Prime Minister said.

Greenhouse production is based on the cultivation of greenhouse vegetables in hydroponics using light-efficient lamps. Greenery is grown on the first floor, seedlings and flowers on the second, and the third floor is dedicated to the production of cucumbers. “We live in an area of ​​risky, almost impossible farming. But we go against everything. We have a large family – seven sons and two daughters. And if there are children and they grow on this land, then you must definitely think about food security, about what vegetables will be on the table. Therefore, we are happy to do our job and are ready to develop it further, ”said Natalya Makatrova, co-owner of the greenhouse.

In 2017, the project for the creation of greenhouses received the status of a resident of the ASEZ “Chukotka”, due to which it became possible to reduce costs for launching production. In the same year, the greenhouse produced 5.2 tons of products, and since 2019, 8 tons have already been grown. The area of ​​greenhouses is more than 600 square meters. m, but the construction of the second and third greenhouse complexes with a total area of ​​1200 sq. m and 647 sq. m. This will allow in two years to almost 5 times increase the production of cucumbers – up to 38 tons per year. Also, 26 new jobs will be created. Most of the cucumbers and greens are supplied to social institutions, the rest to retail stores.

Following a trip to the Far East, Prime Minister Mikhail Mishustin gave a number of instructions, including on measures to support the greenhouse industry. Thanks to this, Pavel Makatrov received state support in the form of a subsidy in the amount of 30 million rubles to finance the costs of equipping and modernizing, strengthening the material and technical base of the greenhouse economy as part of the implementation of the Crop Production Development subprogram of the regional state program Development of the agro-industrial complex of the Chukotka Autonomous Okrug …

In addition to the project for the development and construction of greenhouses of the individual entrepreneur Pavel Makatrov, residents of the Chukotka ASEZ are creating three more greenhouse complexes. A total of 23 TORs in the Far East and the Arctic are implementing 45 agricultural projects with investments of 118.6 billion rubles. More than 7 thousand new jobs are being created at agricultural enterprises.

In addition, through the federal budget, investors in the agricultural sector are compensated for 20% of direct costs for the construction and modernization of vegetable stores, and soft loans are provided at a rate of up to 5% per annum. Additionally, starting next year, investors will be reimbursed 20% of direct costs for the construction or modernization of greenhouse complexes in the Far East.

In total, the Chukotka ASEZ has 54 projects implemented by 52 residents, with a total investment of 36.6 billion rubles, it is planned to create more than 3.7 thousand jobs. Residents produce food, process fish, extract minerals, implement projects in the areas of logistics and industrial production. To date, 22 projects have been implemented, 8.5 billion rubles have been invested in the region’s economy, and 1,285 jobs have been created.

Yuri Trutnev visited the village of Ugolnye Kopi, where one house was built and put into operation in 2020 with the help of a single subsidy, and two more houses were built in March of this year. In 2020, 11 new apartments were received by teachers and medical workers. This year, 16 apartments will also be distributed to social workers. The remaining six apartments will be sold in the primary housing market through the mechanism of mortgage lending at the average market price set by the Ministry of Construction. The construction of the fourth house is coming to an end.

Also, within the framework of a single subsidy, seven teachers in Anadyr received apartments. In total, more than 1 billion rubles have been allocated from the federal budget through a single subsidy for the implementation of the social development plan for the centers of economic growth of the Chukotka Autonomous Okrug for 2018–2020. In two years, an extension to the Chukotka regional hospital was built to accommodate a magnetic resonance imager in Anadyr, the buildings of the Chaunsky regional hospital were reconstructed, and a multifunctional sports ground with artificial turf was built in the village of Lorino.
