On April 7, an annual seminar on the organization and conduct of civil defense in federal executive bodies and subordinate organizations was held at the Academy of Civil Protection of the EMERCOM of Russia.

The seminar was attended by employees of structural divisions of the Central Office, territorial bodies, organizations and institutions of the emergency department.

The participants of the seminar in their reports presented proposals for improving the regulatory legal framework in the field of civil defense. The issues of carrying out evacuation measures and improving the protection of potentially dangerous objects were considered.

Also during the discussion, the guests of the Academy touched upon the Federal Law of April 1, 2020 No. 98-FZ “On Amendments to Certain Legislative Acts of the Russian Federation on the Prevention and Elimination of Emergencies.” Within the framework of this act, an emergency response to calls related to the spread of a new coronavirus infection was introduced.

It was noted that in order to improve the legislation in the field of civil defense and emergency response, the Federal Law No. 488-FZ of 12/30/2020 “On providing calls to emergency services at a single number“ 112 ”was developed. It comes into force on January 1, 2022 and aims to coordinate the work of emergency services and ensure that emergency response times are shortened.

At the end of the event, the participants expressed confidence in the need to further improve the regulatory framework in the field of civil defense, based on modern digitalization trends.
