The Ministry of Agriculture proposed to regulate the procedure for obtaining a health certificate when exporting agricultural and food products. The corresponding bill was published on Tuesday on the federal portal of regulatory legal acts.
Currently, many countries require a health certificate for imported goods, issued by an authorized organization of the exporting country, confirming the compliance of products with safety and health requirements. However, in Russia there is no legislative regulation of relations associated with obtaining such a certificate.
At the same time, the Rosselkhoznadzor has already approved certificates for the export of products with dozens of countries.
“Export of food products from the Russian Federation to states that are not members of the Eurasian Economic Union may be accompanied by a health certificate based on the requirements of the legislation of a foreign state. The procedure for issuing, issuing, registering, suspending and canceling a health certificate, a recommended list of food products for which there is a requirement for issuing health certificates, as well as a federal executive body authorized to issue it, are established by the Government of the Russian Federation, ”the draft says.
It is proposed to distribute responsibility for issuing a health certificate between Rosselkhoznadzor and Rospotrebnadzor, depending on the type of product.
It is assumed that the law under development will enter into force 180 days after its official publication.
In July 2019, the then Prime Minister Dmitry Medvedev, at a meeting on stimulating the export of agricultural products, called for more active work on the certification of exported goods, noting that this is necessary so that foreign buyers do not have “questions about documenting the quality of goods from the Russian Federation “. He also announced the need to adjust a number of regulatory documents, “including the preparation of a unified methodology for accounting for the place of origin of products that are produced for export.”
