Currently, in relations between the Russian Federation and Montenegro, there is an Agreement between the Government of the Russian Federation and the Government of Montenegro on the conditions of mutual travel of citizens dated September 24, 2008. In accordance with the agreement, citizens of the state of one Party enter (leave, transit and stay) into the territory of the state of the other Party on the basis of valid identity documents required for mutual trips of citizens of the Russian Federation and citizens of Montenegro, without visas, provided that their duration continuous stay in the territory of this state does not exceed 30 days from the date of entry. The government of Montenegro in March 2021 made another decision on the temporary exemption of citizens of the Russian Federation from obtaining visas. According to the document, citizens of the Russian Federation from April 01 to October 31, 2021 can enter, cross the territory and stay in Montenegro for up to 90 days with a valid identity document, without a visa.

Thus, during this period, Russian citizens for a short-term entry into Montenegro for up to 90 days from the date of the first entry is sufficient to have a valid passport.

It should be noted that this decision does not negate the need for Russian citizens to obtain appropriate visas intending to work or study in educational institutions on the territory of Montenegro. Given the ongoing coronavirus pandemic, changes to the rules for entering the country are possible.
