They discussed the execution of the President’s order on the creation of a unified Far Eastern aviation company; measures for the restoration and advanced development of the construction complex of the Far Eastern Federal District; improving the joint work of the Ministry for the Development of the Russian Far East and the Far Eastern regions on the implementation of investment policy instruments for priority development; implementation of national projects in the Far Eastern Federal District in 2020 and tasks for 2021.
Currently, the concept of a unified Far Eastern aviation company has been developed, which includes the need for aircraft, the route network and the amount of state support for the period until 2025. A route network of 535 socially significant routes has been identified, including 66 interregional and 469 local. All constituent entities of the Okrug became the shareholders of the airline. The Ministry of Industry and Trade of Russia, Aurora Airlines, on the basis of which a single Far Eastern airline was created, and the State Transport Leasing Company (JSC STLC) signed a delivery schedule for 45 Russian aircraft for the period from 2021 to 2025 inclusive.
Yuri Trutnev instructed the Far Eastern regions, together with Aurora Airlines JSC, to prepare proposals for the development of programs to ensure aviation transport accessibility. Within a week, the Ministry of Finance of Russia was instructed to determine the amount of budgetary support for the activities of a single Far Eastern airline in order to start flights on new socially significant routes within the region as quickly as possible.
The development of the building complex of the Far Eastern Federal District was considered. The government has developed a set of measures aimed at increasing the affordability of housing. Thanks to the Far Eastern Mortgage program, more than 18 thousand families received loans worth 66 billion rubles. There are other preferential mortgage programs in the district: “Rural mortgage”, “Family mortgage” and a preferential mortgage program at a rate of 6.5% per annum.
According to the Minister of Construction and Housing and Communal Services Irek Fayzullin, the growth rate of construction work in the Far Eastern Federal District in 2020 amounted to 97.5%, the commissioning of residential buildings – 101.6%. One of the accents in the development of construction in the Far East is the formation of a modern infrastructure, which is designed to ensure the creation of a comfortable environment for the life of the population. Two regions – Sakhalin and Magadan regions – participate in the implementation of the infrastructure bonds mechanism. Three more subjects – the Republic of Sakha (Yakutia), the Khabarovsk Territory and the Amur Region – announced their readiness to participate in the implementation of the infrastructure bonds mechanism.
As Yuri Trutnev noted, the problems of the construction industry in the Far Eastern Federal District, including the lack of large qualified construction companies, the import of construction materials from other regions and the absence of their own production facilities, require a non-trivial solution. “We need to create a construction management system in the Far East. In addition, it is necessary to take up the building materials industry. I asked my colleagues to create a separate system of preferences for this industry, ”he said.
The Deputy Prime Minister instructed the Ministry of Construction, together with the Ministry for the Development of the Russian Far East, interested federal executive authorities, executive authorities of the Far Eastern regions, to prepare and submit, in accordance with the established procedure, to the Government (if necessary, with draft regulatory legal acts) proposals for subsidizing part of the costs of creating the engineering infrastructure of facilities under construction housing development on the territory of the Far Eastern Federal District; the establishment of a quota for the distribution of subsidies to the Far Eastern regions; revising the selection criteria for the allocation of subsidies; changes in the requirements for calculating the efficiency ratio of the use of the subsidy (the volume of housing commissioned per 1 ruble of the budget subsidy). The Ministry for the Development of the Russian Far East, together with the Ministry of Construction and the Far Eastern regions, will work out the issue of granting urban planning preferences within the framework of the Vladivostok Free Port regime in order to shorten the development time, coordination and approval of territorial planning documents and documentation on territorial planning, simplify procedures for obtaining a construction permit and commissioning an object. The Far Eastern regions are recommended to develop action plans (“road maps”) to increase the volume of housing construction.
Improvement of investment policy was discussed. More than 2.6 thousand investment projects are being implemented in the Far East with the help of state support measures – priority development territories, a free port, infrastructure support and other instruments. 390 projects have been implemented, 1.6 trillion rubles of investments have actually been invested in the economy of the district, almost 70 thousand jobs have been created.
By order of the Government, the National Program for the Socio-Economic Development of the Far East for the period up to 2024 and for the future until 2035 was approved. The program provides for a number of key measures aimed at increasing the investment attractiveness of the Far East. Among them are the extension of the free port regime to the entire territory of the Far Eastern Federal District, the provision of preferential financing to investors, including through the financing mechanism VEB.RF, and others. For the convenience of investors, sectoral mechanisms are being formed: a digital service Lesvostok.RF is being created, a single base of agricultural lands is being formed for launching investment projects, new measures of state support are being developed to create and modernize greenhouses. The improvement of the Internet service “Akvavostok” for the provision of fish breeding grounds will continue. The plans are to simplify the procedure and reduce the time for conducting state environmental expertise for aquaculture projects.
Companies implementing investment projects in the ASEZ and the Free Port (FPV) may apply special conditions of tax, customs, land and property, town planning and administrative regulation. This allows you to shorten the time frame for projects and make your business more efficient. Concessional loans are available to residents of ASEZ and FPV. Loans on special terms are issued for the implementation of investment projects worth from 10 million to 2.5 billion rubles. Moreover, if concessional financing is requested for the implementation of several initiatives at once, their total cost can reach 5 billion rubles. The corresponding decree was signed on April 8 by Prime Minister Mikhail Mishustin.
One of the innovations of preferential regimes can be distributed territories of advanced development, which are planned to be created within the framework of the program of the Ministry for the Development of the Russian Far East for the construction of “Far Eastern quarters”. According to the Minister for the Development of the Far East and the Arctic Alexei Chekunkov, residential development projects can automatically become residents of such TOP if they meet certain criteria. Proposals for the extension of preferential regimes to projects for the integrated development of territories will be worked out within a month.
A number of territories with preferential treatment may receive reduced electricity tariffs to attract investment. Such opportunities, approved by the Government Decree of July 24, 2017 No. 872 on the features of technological connection, are now used in the TOP “Khabarovsk”, “Nadezhdinskaya”, “Bolshoy Kamen” and “Yuzhnaya Yakutia”. Now such benefits can be obtained by the rest of the TOP and the Russian ITC. The Ministry for the Development of the Russian Far East was instructed to work out this proposal together with the Ministry of Energy and the Far Eastern regions. The governors of the Far Eastern regions, together with the Corporation for the Development of the Far East and the Arctic, were instructed to submit proposals on the formation of new sites for the TOP to attract investment projects.
A separate issue was the discussion of the implementation of activities of national projects. Thanks to national projects, in 2020 more than 600 different objects were built in the Far Eastern Federal District, 109 capital construction objects were put into operation. Within the framework of the national project “Demography”, 65 social objects were built and overhauled (kindergartens, sports grounds, sports and recreation complexes). Within the framework of the national project “Healthcare”, 116 FAPs and medical outpatient clinics were installed. Thanks to the implementation of the Education national project, 8 new schools were opened in the region in 2020. Within the framework of the national project “Safe and High-Quality Highways”, 1,270 km of roads have been built.
Yuri Trutnev instructed the federal executive authorities to take measures to fulfill the instructions of the Prime Minister and adjust the indicators, ensuring that all regions of the Far East achieve indicators above the average Russian level approved by the target indicators.
