By decision of the Security Council of the Russian Federation, the All-Russian Command and Staff Exercise (KSHU) is held from 13 to 15 April to eliminate wildfires and ensure flood control measures. KShU takes place under the personal supervision of the Minister of EMERCOM of Russia Yevgeny Zinichev.
The large-scale exercise will take place in three stages in all regions of Russia. The governing bodies, forces and means of the Unified State System for Prevention and Elimination of Emergencies (RSChS) in practice will work out the issues of interaction and response to possible emergencies, as well as practical actions to eliminate the consequences of the passage of the spring flood and extinguish fires.
The start of the KSHU on April 13 was given by the head of the EMERCOM of Russia E.N. Zinichev.
“For a number of regions, these exercises are not just training, but also work according to the actual situation. In some regions, the flooding of settlements and transport infrastructure facilities is already taking place. In 30 constituent entities of the Russian Federation, the fire season is already open. Due to wildfires, a special fire regime has been introduced in 6 regions. During the exercise, I ask you to pay special attention to the organization of interdepartmental interaction, the response should be carried out according to the approved action plans, ”said Minister Yevgeny Zinichev.
Mobile command posts and operational groups of the Central Command and Control Service of the Main Directorates of the EMERCOM of Russia, fire and rescue garrisons, permanent readiness forces of rescue military formations, units of the federal fire service of the State Fire Service and emergency rescue formations have been deployed to the areas of conditional emergencies. During the exercise, it is planned to widely use airmobile groups, aviation of the Russian Emergencies Ministry, and unmanned aerial vehicles.
During the development of practical actions to eliminate the consequences of emergencies, the constructed orthophotomaps of flood-hazardous areas, as well as models of the situation obtained using the space monitoring system, will be used.
In regions where floods are currently taking place and natural fires are predicted, the reacting units will work out practical measures in accordance with the real situation.
For the first time, within the framework of the KSHU on the territory of the Jewish Autonomous Region, the work of a new Internet application for providing financial assistance to the population affected by emergencies will be tested. With the help of electronic devices – tablets or smartphones, citizens through the application, using the existing federal state information systems, will be able to apply for the provision of payments due to them, which will simplify the procedure for receiving them. This initiative belongs to the Russian Emergencies Ministry.
