As a result of the first day of the All-Russian Command and Staff Exercise (KShU) to eliminate wildfires and ensure flood control measures, the command and control bodies of the RSChS were made ready to respond to emergencies.
A large-scale exercise is taking place in all regions of Russia.
Subdivisions of the EMERCOM of Russia and the territorial subsystems of the RSChS are working out the procedure for bringing readiness to respond to emergencies.
According to Minister E. Zinichev, the issues of population safety and protection of economic facilities from natural risks are priorities. Therefore, all problematic points must be identified during the exercise and worked out in practice.
The first day of the exercise is devoted to staff work – bringing the emergency response system into readiness, organizing the work of emergency commissions, interdepartmental headquarters, operational groups, and gathering personnel of operational services and administrative staff. The state of the equipment has been checked, plans for emergency response are being refined.
The grouping of forces and means involved in the exercises in the Vladimir region will be more than 900 people and 400 pieces of equipment. At the first stage, a set of preventive measures was worked out, the work of day-to-day management bodies and coordinating management bodies at all levels was organized.
At 6 a.m., the operational duty shift of the Crisis Management Center of the Main Directorate received a signal to start training. The management team has been assigned tasks, an emergency response and fire extinguishing operational headquarters has been deployed. The mobile command post was alerted, and the airmobile grouping of the Main Directorate was assembled.
In the Omsk region, within the framework of the All-Russian command and staff exercises, a check of the readiness of the forces and means of the Ministry of Emergency Situations of Russia began, which will be involved in measures to prevent and eliminate possible emergencies during the spring flood and wildfires.
Machinery and equipment intended for rescue and recovery operations, evacuation of people were presented by divisions of various organizations and local government bodies involved in the elimination of wildfires and spring floods. The airmobile group of the Main Directorate of EMERCOM of Russia in the Omsk Region demonstrated its readiness to respond. In the event of an emergency, rescuers will stand up to protect homes and entire settlements from fire and high water.
On the first day of the exercise, at the site of the Novosibirsk-Expocentre International Exhibition Complex, a review of the forces and means of emergency, utilities and other services, departments and organizations involved in the flood and fire hazard took place. 66 units of multipurpose equipment were presented, which are used to carry out urgent preventive work, eliminate fires and the consequences of flooding, alert the population, provide assistance to citizens during evacuation, deliver goods and specialists to the emergency zone, and monitor the current situation.
These exercises are carried out with the aim of improving practical skills in eliminating the consequences of various natural emergencies, checking the reliability of control, communication and warning systems, as well as achieving coherence in the operation of the RSChS system and its links in various modes and checking the level of readiness to respond to possible emergencies.
Within the framework of the command and control system, over the next two days, injections will be worked out related to flood control measures and the elimination of natural fires, as well as the protection of settlements from them.
