Deputy Prime Minister Dmitry Chernyshenko spoke during the government hour at the 503rd sitting of the Federation Council.

According to Dmitry Chernyshenko, science in our country has always been a driver of development and currently financial and administrative efforts are concentrated on ensuring a technological breakthrough so that Russia again becomes a leader in its usual directions.
“A lot of money is spent on science and research in Russia – 1.3 trillion rubles. To achieve breakthroughs, a national innovation system has been developed, which consists of four essential elements – science, higher education, business and digital technologies, ”said the Deputy Prime Minister.
He spoke about the development of each of these elements and noted that the tools that are designed to provide this are research and educational centers, technological entrepreneurship, a new model of graduate school, startups, understandable and clearly result-oriented grants.
“The strategic directions of science will be reflected in the new state program for scientific and technological development. The task of preparing it was set by the President of Russia. The government commission on scientific and technological development has been appointed as the coordinator of this state program, to which representatives of both chambers of the Russian parliament are invited, ”Dmitry Chernyshenko said.
“Each region should take a place in the work on the technological growth of Russia and develop exactly those areas that are the most promising for each of the constituent entities of the Russian Federation,” he added.
Dmitry Chernyshenko also stressed the importance of building cooperation between the constituent entities of the Federation and scientific organizations: “At the same time, each region should have access to scientific data, equipment and research results.”
The Vice Prime Minister noted that it is science that is the customer of professional and higher education and it is strategically important to ensure the transformation of scientific achievements into applied developments, prototypes. In his opinion, it is also important to resolve the issues of commercialization, without which the desired effect for economic growth cannot be achieved.
Dmitry Chernyshenko touched upon the issues of the undisclosed potential of student startups, a new model of graduate school, digital technologies and artificial intelligence.
