Mikhail Mishustin: Good afternoon, dear Mr. Dbeiba, dear friends! We are glad to welcome you to the House of the Government of the Russian Federation.
This is your first visit to Russia as Chairman of the Libyan National Unity Government. I want to greet you.
We know that this is the Muslim holy month of Ramadan. “Ramadan Mubarak” you say. And I want to thank you again for this visit.
You have already talked with the President of the Russian Federation, Vladimir Vladimirovich Putin. I hope we will discuss in detail with you the issues of bilateral cooperation that require common attention.
Russia has always supported Libya’s sovereignty, territorial integrity and national unity. We consider this an important factor and hope that this will ensure a peaceful settlement of the long-term conflict based on the participation of all constructive political forces interested in strengthening the Libyan state.
The main thing is to ensure today the cessation of hostilities, to stabilize the security situation. And we are absolutely interested in constructive cooperation with the Government of National Unity headed by you, ready for active work through our ministries and departments.
Unfortunately, the dynamics of trade and economic cooperation with Libya has decreased due to the pandemic. This is about $ 120 million today. We want to do everything possible to jointly create favorable conditions for the return of Russian business to Libya.
There are good opportunities in the energy sector, industry, transport infrastructure, and the agro-industrial complex. We are ready to offer our Libyan friends our solutions in the field of digital services.
In the investment sphere, it is important, already at the stage of formation of new government bodies, to make effective decisions that would guarantee the corresponding rights to those who invest in the Libyan economy. Investment guarantees today are very important for the return of Russian companies, including to Libya.
All these issues should be dealt with by our joint intergovernmental commission on scientific and technical cooperation and trade and economic interaction. Recently it was headed by the Minister of Energy Nikolai Grigorievich Shulginov. This is a very professional and experienced person. We are waiting for your decision on the candidacy of the co-chair from the Libyan side.
We are ready to continue our interaction through mutual assistance …
