The development of education, health care and social protection requires an integrated and systematic approach. This was stated by Sergei Sobyanin at a joint meetingPresidium of the State Council and the Agency for Strategic Initiatives (ASI). The agenda of the meeting included issues of increasing the availability and improving the quality of public services in education, healthcare, employment and social protection.
“I must say that despite the apparent simplicity of the issues that are being discussed today, in fact, each of them is some part of a huge machine, a huge system, which also needs to be rethought: reengineering of all the processes that take place there, immersion in these problems, – just snatching out some individual elements, most likely, will not lead to any serious changes, ”said the Moscow Mayor.
A new approach
In the social sphere, a number of systemic decisions have already been made recently.
“This is, first of all, about changing the entire system of health care, the introduction of compulsory health insurance. The compulsory medical insurance system is not criticized today only by the lazy, nevertheless, it has created a powerful motivation, especially in the inpatient link, in the hospital segment, so that our hospitals and hospitals begin to see in patients not a burden, but, on the contrary, those clients who bring them income: wages, financing. Their approach has changed, and today there is no need to convince either the chief doctor or doctors to promote service models in this sector, ”added Sergei Sobyanin.
A similar situation has developed in the education system, where today the per capita financing model operates: money goes to school for a student.
“Today, most of the schools are simply vitally interested in children coming to them, and they become our supporters in ensuring normal school services and normal education,” the Moscow Mayor said.
During the coronavirus pandemic, social problems became particularly acute and had to be addressed faster than usual. All this required a revision of the process of interaction between federal, regional and local authorities. Corrections had to be made at the level of health care, education, social protection, utilities, housing and communal services and at the level of competence of law enforcement agencies. Volunteers took over an important part of the work.
“Despite all the difficulties that we have experienced recently, in Moscow we have introduced a whole range of new interesting services just in terms of customer focus and personal approach. For example, in the field of oncology, we have created a patient management system, starting from the polyclinic level, dispensary oncological centers and hospitals, creating six powerful centers for combating oncology, laboratory services, and ending with assigning a personal assistant to each patient, ”said Sergei Sobyanin.
Another important area of work in the field of metropolitan healthcare is modernization of polyclinics… Thanks to this project, the city’s medical institutions are updating their equipment and becoming more comfortable for patients. By 2023, over 140 Moscow polyclinics will correspond to the world level.
“The scale of the work, the scale of the problem is enormous, but the fact that we have begun to move in this direction is worth a lot. I think that many colleagues, having looked at our experience, will work in this direction, ”said the Moscow Mayor.
Among the world’s best practices today is the work of the multi-functional centers “My Documents” created throughout the country.
“In Moscow alone, about 20 million people apply to the“ My Documents ”system every year! There you can get almost any service that was simply impossible before or could have been obtained with great difficulty, ”added Sergei Sobyanin.
Special attention, according to him, also deserves the reform of the employment system in the capital. Great progress has been achieved in working with the unemployed population, stressed Sergei Sobyanin.
“We have closed all existing employment centers and transferred them to multifunctional centers. The number of people who began to receive their services has doubled or tripled. We have created three separate powerful centers that deal personally with everyone (mainly people with health limitations, large families, people who have found themselves in a difficult life situation, for whom it is psychologically difficult after many years of sitting at home to return to work). This is already an individual work with both people and employers, ”said the Moscow Mayor.
The current scheme includes all participants in the process, including large employers and job search systems.
Sergei Sobyanin noted that electronic services are also developing in the educational sphere. So, thanks to the new system, parents no longer need to personally carry medical certificates to school about their child’s absence due to illness.
“This is also, at first glance, a simple story, but it demanded a complete docking of the Unified Medical Information and Analytical System (UMIAS) and the Moscow Electronic School. Such a system of interaction has been created, and, of course, it will make life easier for many schoolchildren and parents, and will also relieve the teachers themselves, ”added Sergei Sobyanin.
In turn, Vladimir Putin noted that Moscow has achieved great results in the social sphere in recent years. “Thank you very much, yes, indeed, a lot has been done in Moscow in recent years in this area. I hope my colleagues were interested, ”the President said.
From a human point of view
To improve the quality of life of people, you need to start looking at things from the point of view of a person and his needs, noted Svetlana Chupsheva, head of the Agency for Strategic Initiatives. “To move from the principle“ the state works with documents ”to the principle“ the state works with a person ”. A person does not just apply for help, medicine, or a prosthesis. He is looking for a job, he got sick, he needs help from the state. The decision to think in terms of life events, and not in the format of separate administrative actions and procedures allows us to help a person in his life situation, ”she said.
All this is a key feature of the approach that the Agency for Strategic Initiatives seeks to implement, stressed Svetlana Chupsheva. In addition, the department sets the task of making a targeted, individual approach the main one in the relationship between a person and the state.
A good example of solutions that are already being proposed today, she said, is the elimination of the requirement for requests for redundant documents that can be combined into a single document. Much information can be obtained through electronic interagency interaction.
