On April 16, Minister of Emergency Situations of Russia Yevgeny Zinichev summed up the results of the All-Russian Command and Staff Exercise (KSHU) to eliminate wildfires and ensure flood control measures. The large-scale event took place in all regions of Russia.
The governing bodies, forces and means of the Unified State System for the Prevention and Elimination of Emergencies (RSChS) in practice worked out the issues of interaction and response to possible emergencies, as well as practical actions to eliminate the consequences of the passage of the spring flood and extinguish fires.
E. Zinichev highly assessed the readiness of the forces and means of the RSChS system involved in the command and control system.
“For three days, the authorities and forces of the RSChS worked out the issues of protecting settlements, economic facilities and social infrastructure from emergencies caused by cyclical risks. Within the framework of interdepartmental interaction at all levels, the Action Plans for the prevention and elimination of emergencies have been clarified, their verification and effectiveness assessment have been carried out in real time, ”the Minister noted.
Various divisions from all constituent entities of the Russian Federation were involved in the exercise: specialists from Rosleskhoz, Avialesoohrana, fire brigades of constituent entities of the Russian Federation, tenants and agricultural producers, specialized forest fire divisions, fire volunteers and other structures of the RSChS.
The minister stressed that for a number of regions where an unfavorable situation with floods and natural fires is currently taking place, the reacting units worked according to the real situation. According to him, the personnel received practical skills of joint actions in a difficult operational environment.
In the course of command and control, mobile command posts and operational groups of the Central Administration for Emergency Situations of the Main Directorates of the Ministry of Emergency Situations of Russia, fire and rescue garrisons, permanent readiness forces of rescue military formations, units of the federal fire service of the State Fire Service and emergency rescue formations were sent to the areas of conventional emergencies.
During the development of practical actions to eliminate the consequences of emergencies, airmobile groups, aviation of the Russian Emergencies Ministry, and unmanned aerial vehicles were widely used. The constructed orthophotomaps of flood-prone areas were used, as well as models of the situation obtained using a space monitoring system. The special application “Thermal points” developed by the Russian Emergencies Ministry was also actively used.
At the end of the KSHU, the head of the EMERCOM of Russia emphasized that the issues of protecting the population and territories during the flood and fire season are under special control. In accordance with forecasts, this year will once again become a test of the efficiency of the entire RSChS system.
“Once again, I would like to draw your attention to the fact that all preventive measures should be carried out in accordance with the approved Action Plans for the prevention and elimination of emergencies, taking into account the current situation and models of its development,” E. Zinichev said.
In Yakutia, according to the input received, as a result of an unauthorized fall of dry grass 250 meters west of the settlement. Satal, a suburb of Yakutsk, caught fire of dry vegetation on an area of 25 hectares. Due to the strong wind, the fire spread to residential buildings with the threat of further spread.
By the forces and means of the RSChS, extinguishing of a natural fire was organized using an airplane. The rescuers were landed in the emergency zone. In addition, the condition of the mineralized strips, water sources, fire-technical equipment was checked, and the inhabitants of the settlement were evacuated to a temporary accommodation center. Psychologists were involved to provide psychological assistance. The fire situation was monitored by unmanned aerial vehicles and video surveillance equipment.
In the Sverdlovsk region, according to the legend of the exercises, a natural fire that broke out in a field on the outskirts of the village of Sipavskoye posed a threat to residential buildings and the nearby forest. 40 units of ground and aircraft equipment, 155 personnel were pulled to the place of the conditional emergency.
Foresters equipped fire breaks and expanded mineralized zones between the settlement and the forest. Fire volunteers arrived in the emergency zone to strengthen the group. Fire and rescue units defended the village. To extinguish the top fire, a Mi-8 helicopter was used – with the help of a spillway device, 5 tons of water were dropped onto the fire.
In order to prevent the entry of vehicles into the emergency zone, a post of the road patrol service was set up.

The fire and rescue units of the Main Directorate of the Ministry of Emergency Situations of Russia in the Republic of Crimea have also worked out the practical response of the group to a conditional emergency related to the elimination of the consequences of a forest fire. The evacuation of the population was carried out with. Fersmanovo, Simferopol region and an operation to rescue two tourists who, leaving the danger zone, were injured and blocked by a fallen tree. The exercise involved 233 people and 41 pieces of equipment, including 135 personnel and 22 pieces of equipment from the Russian Emergencies Ministry.
In the Kurgan region, exercises were held to eliminate a landscape fire that threatens the settlement. As part of the exercise, the conditionally affected population of the village of Kolesnikovo was evacuated, and temporary accommodation points were deployed. Reconnaissance of the fire area and further monitoring of the situation with the use of drones were carried out, and work was carried out with local authorities to work out the issues of extinguishing natural fires. In addition, the issue of maneuvering the forces and means of firefighting and rescue units has been worked out, a field camp has been deployed, interagency cooperation and informing the population have been worked out. During the development of this input from the RSChS of the Kurgan region, 321 people and 78 pieces of equipment were involved.
