The Rostov Region became the first region of the country to host a meeting dedicated to the implementation of the Regional Export Standard 2.0. The initiative for its implementation belongs to the Russian Export Center (REC).
Regional Export Standard 2.0 is a set of tools developed in accordance with the international cooperation and export national project. The set of measures is designed to contribute to the formation of an effective export support infrastructure and an increase in the number of exporters in the region.
According to Natalya Minaeva, director for the regional project of the Russian Export Center JSC, it was the Rostov region that was chosen for the launch event, because it is an important business partner of REC and at one time acted as a pilot region for the implementation of the standard in the Southern Federal District, having achieved 100 -percentage result.
– We brought together specialized ministers and heads of export support centers from all over the Southern Federal District in order to brainstorm additional tools for increasing the volume of exports, introducing the Regional Export Standard, as well as involving small and medium-sized businesses in export activities. It is important to understand what entrepreneurs need, and for this it is necessary to build a systematic dialogue between business and government. Another important point in export activities is the issue of personnel, work with young people, ”said Natalya Minaeva.
The Southern Federal District is the only federal district in Russia in which the Association for Economic Cooperation “South” has been created, which promotes the interests of the constituent entities of the country, she added.
The growing role of this organization in promoting the interests of the region, searching for business partners and cultural interaction with the republics, territories and regions of the Southern Federal District was also noted in his speech by the chairman of the executive committee of the Association Pavel Pronin.
The discussion took place in the format of a round table, which was attended by ministers, heads of regional export support centers, business development institutions of the Rostov region, representatives of Don universities.
The Minister of Economic Development Maxim Papushenko spoke about the region’s experience in implementing the standard and supporting Don exporters.
He noted that the participation of the Rostov region in the “pilot” for the implementation of the Regional Export Standard was initiated by the Governor Vasily Yuryevich Golubev. On the Don, the standard is fully implemented.
– Today, export allows the Don’s economy to develop steadily due to foreign markets and the expansion of sales markets. The systematic work carried out by the regional government with the support of the Federation, the Russian Export Center using all instruments – preferential lending, subsidies and other measures of state support for business – allowed our region, even in a pandemic year, despite all the challenges, to ensure a steady growth in export volumes. And such rates must not only be maintained, but also increased, – said Maxim Papushenko. – According to the Southern Customs Administration, the export volume of the Rostov region in 2020 exceeded 8.5 billion US dollars. Trade surplus – over USD 6.5 billion. Foreign trade turnover exceeded USD 11 billion. The Rostov Region ranks 1st among the subjects of the Southern Federal District and 6th in Russia in terms of export volumes.
It should be noted that export-import operations at the end of 2020 were carried out with 147 countries, including export operations with 139 countries. Foreign trade activity in 2020 was carried out by 3568 participants of the region’s foreign economic activity (in 2019 – 3519).
The Don region has great potential for the development of exports of both large, medium and small enterprises. In 2021, it is planned to involve exporting enterprises in federal programs, the national project “Labor productivity”, which will help reduce their costs. The use of simplified mechanisms for obtaining financial support by exporting enterprises will continue, personal support for medium and large enterprises in foreign markets together with REC, diplomatic corps, trade missions, as well as assistance to SMEs in entering marketplaces.
