According to him, unlike other countries, Russia managed to organize a medical system that effectively united the outpatient unit, ambulance, hospitals and laboratories. “Precisely because we succeeded, we have the least restrictions, a calmer passage of the pandemic, the economic activity of the population has been preserved, a smaller blow to other economic sectors, and less economic losses. And it is psychologically easier to go through a difficult period, since you can move freely. A huge number of volunteers, public organizations and the state are ready to provide you with support, and in the course of treatment – practically personal assistance to each patient, ”said the Moscow Mayor.
He expressed gratitude to colleagues from other regions and medical workers. “It was difficult to imagine that we would work this way, but apparently some kind of emergency should really happen, when, on the one hand, all the problems will come to light, and on the other hand, all the strength and potential of our people will also be revealed and implemented, “Sergei Sobyanin emphasized.
The beginning of the pandemic turned out to be difficult due to the lack of effective drugs, as well as the methods and organization of treatment. The key factor was the lack of a single template for the fight against coronavirus in the regions of Russia. “Of course, we studied both the Chinese experience and the European experience, but they themselves were only developing it. And all models of combating a pandemic are therefore different, since they are associated with the medical system of a specific country, a specific region, and depend on a specific epidemiological situation. A very correct decision was made within our country, so that each region would fine-tune this system, adapt it, make decisions based on the specific situation that developed in it, ”the Moscow Mayor explained.
According to him, first intuitively, and then consciously, the operational headquarters, together with the Government of Russia, with the support of the President, developed a strategy to combat covid. Today there are many discussions about why certain decisions were made. “You can fantasize anything you want, but the most important and best thing is to proceed from the real situation that is taking shape and from the real possibilities. Moreover, in a situation where decisions need to be made not only on the basis of medical considerations, but also to take into account the economic situation, political situation, social situation, the possibilities of regional and local authorities, territorial fragmentation, uneven development of medical organizations and economic opportunities, ”said Sergei Sobyanin.
He recalled that the global closure of Moscow was not discussed from the very beginning: the capital functioned as much as possible. After the May holidays, all the most serious restrictions were lifted: airports, railway and bus stations were opened, and it was possible to move freely on the roads. “We work in this system, in this situation. Almost no city in the world could afford such a thing, ”the Moscow Mayor noted.
For this, the regions and federal clinics had to work as a single team. “There were practically no refusals from them when we needed their help. There was a joint teamwork. Together we worked out, as already mentioned, algorithms, standards, approaches, treatment methods and so on, ”said Sergei Sobyanin.
At the same time, Moscow did not stop working on the development of the healthcare sector: the city continued to build new clinics, hospitals, infectious diseases hospitals, reconstruct medical facilities, create a system of oncological care and introduce information technologies into medicine: chat bots, electronic prescriptions, maps and much more.
“The telemedicine center, which we created during the pandemic and which today leads the patient, starting from a complaint, laboratory examination, calling an ambulance, to prescribing drugs, inpatient, outpatient care – the whole system today is beginning to gradually cover clinical examination, management of cancer patients. cardiovascular patients with cardiovascular diseases and so on, ”said the Mayor of Moscow.
As Russian Prime Minister Mikhail Mishustin noted, the spread of the coronavirus has made adjustments to the work of the health care system, but has not disrupted its sustainability. “All this time, medical workers continued to take care of people with other diseases, including patients with cardiovascular and oncological diagnoses. Patient routing was reformatted, medical training system was updated. All this will become a good basis for further work and will help to confront new challenges, ”he said.
According to Mikhail Mishustin, the Russian Government is working to modernize primary health care – for this it is necessary to build and reconstruct hundreds of medical organizations, introduce digital technologies into the system, and develop new methods of rehabilitation. “It is necessary to increase the readiness of the system for new challenges and make sure that people see the concrete results of this work,” added the Chairman of the Russian Government.

In the fight against coronavirus infection, 550 thousand medical workers were simultaneously involved, at the peak, more than 1.2 million doctors were involved per month. To support doctors, incentive and social payments have been introduced, as well as insurance payments for physicians and support personnel infected with coronavirus. In total, doctors have already received 29 billion rubles.
