On behalf of the President, within the framework of the national project “Science”, we must create 15 world-class scientific and educational centers in Russia. Now we have 10. This year we will choose 5 more.

The results of the work of the research and educational centers of the Ural Federal District were summed up in Yekaterinburg. The meeting was chaired by the Deputy Prime Minister.

“On behalf of the President, within the framework of the Science National Project, we must create 15 world-class scientific and educational centers in Russia. Now we have 10. This year we will choose another 5. Most of them are interregional, the total coverage is 20 subjects. It is important that the heads of the regions attended the meeting. As practice shows, the performance indicators of these organizations directly depend on the involvement of governors. REC is one of the tools for implementing development strategies. Many heads of the subjects are aware of this and come up with the initiative to create REC on their territory, even without federal funds. I support these undertakings. We plan this year to approve performance criteria for evaluating RECs and maintaining their rating. And starting from 2023, we will rotate every year, excluding the weakest and taking their place in the most productive centers from among the regional RECs, ”noted Dmitry Chernyshenko.

“The Ural Federal District has a unique situation. There are two world-class scientific and educational centers operating here at once – the West Siberian and the Ural. The orbit of their activities includes all six regions of the district. Combining the efforts of science, education and business is designed to provide a scientific and technological breakthrough. And we see a high interest in the activities of the REC of the real sector of the economy. So, last year the financing of the events amounted to almost 5 billion rubles, 70% of which were extra-budgetary funds, ”said Vladimir Yakushev.

The head of the Ministry of Education and Science Valery Falkov noted that in order to solve world-class problems in the field of scientific and technological development, it is important to have the appropriate competencies, therefore large transnational companies should be involved in the REC work: “Business understands how to turn an idea into a technology or product, knows foreign and Russian markets … In this sense, we view companies as a driver within research and education centers. “

The Deputy Prime Minister also noted that high-tech jobs appear in the regions thanks to the REC activities, and work processes are being improved. These are steps towards Russia’s technological leadership.

“During the existence of world-class scientific and educational centers, several dozen studies have been carried out and, together with business, their results have been tested in practice. New developments have been introduced in industry, mechanical engineering, waste sorting, and the aircraft industry. Some of them have been scaled, ”added Dmitry Chernyshenko.

For example, universities participating in the world-class Ural Interregional Research and Education Center will launch end-to-end master and postgraduate programs for elite researchers, engineers and technology entrepreneurs. They imply active participation of students in REC research projects. Students will be supported by the UMNOTs industrial partners and academic institutions. This will complement basic training and mastering digital competencies with practical skills, including using modern equipment.

The event was attended by the Minister of Science and Higher Education Valery Falkov, the Plenipotentiary of the President in the Ural Federal District Vladimir Yakushev, as well as the governors of the Sverdlovsk, Tyumen, Chelyabinsk and Kurgan regions and the Khanty-Mansiysk Autonomous Okrug. In addition, the meeting was attended by rectors of higher regional educational institutions and business representatives – REC participants.
