The Deputy Prime Minister emphasized the importance of scientific and technological development as a guarantee of Russia’s leading positions in the world and spoke about the strategy and plans of the Government to update the management model of domestic science and technology.

“Scientific and technological development is a guarantee of maintaining the country’s leading position in the world, especially now, when the technological order is changing and a new industrial revolution is taking place. To respond to these challenges, we, together with the Russian Academy of Sciences, are formulating a new model of science and technology management. Its basis was approved by the President and voiced by him at the Council for Science and Education in February this year… In fact, a new architecture for coordinating the mechanisms for managing the state scientific and technical policy has been formed, ”said Dmitry Chernyshenko, speaking with a welcoming speech at a general meeting of members of the Russian Academy of Sciences.
The Deputy Prime Minister clarified the details of the functioning of the new model. Strategic vectors for the development of Russian science will determine Presidential Council for Science and Education… They will be reflected in the new state program for scientific and technological development, which is now being prepared by the Government on behalf of the President. The state program should be fully formed by the fall, Dmitry Chernyshenko stressed.
“I would like to note that it is important for us to organize monitoring of all scientific fronts. The key mechanism here is the annual scientific and technological forecast. Based on it, we will orient our universities, scientific organizations, research groups on scientific topics. We will purposefully allocate funding for topical issues in the form of subsidies, grants, government orders. The speed of scientific and technological progress is increasing, and it is important for us to keep our finger on the pulse and, in fact, conduct an analysis of fronts on a regular basis. We expect from the academy a regular, monthly monitoring of world trends in the development of science and technology, ”said the Deputy Prime Minister.
In his speech, Dmitry Chernyshenko also raised the topical issue of the shortage of young scientists and the difficulties they face in building a scientific career. The Deputy Prime Minister drew attention to a decrease in the number of young scientists under the age of 29 (by almost 20% in 10 years) and to a decrease in the number of defended candidate dissertations (by 80% in 10 years).
“One of the main reasons for this decline is the decline in the effectiveness of the main tool for attracting young people to science, postgraduate studies. Since 2010, the number of graduate students has halved. We will create a new model of postgraduate study in Russia, and I look forward to the most active participation of the Academy here. A young man today cannot economically afford to seriously engage in science, to make it the work of his life, because one cannot live on a postgraduate scholarship. For 30% of the most talented graduate students, we suggest replacing the scholarships with three-year research grants. The size of the grant will be about 700 thousand rubles per year, this is the level of the average annual salary in Russia. Graduate students will be able to focus on science and not look for part-time jobs. At the same time, the grant assumes responsibility, and the result of its use should be a protected scientific project. I am confident that these tools will help to ensure the inflow of new personnel into science, ”the Deputy Prime Minister said.
Dmitry Chernyshenko also thanked the members of the Coordination Council of Professors of the Russian Academy of Sciences for their active participation in the work of the public expert council on the implementation of the Science and Universities national project.
