The development of tourism and industry, subsidies for small and medium-sized businesses, as well as assistance in the promotion of traditional products to the domestic and foreign markets, involves a program of state support for the economic activities of indigenous peoples who live in the Arctic. The document was approved by Prime Minister Mikhail Mishustin.

The program includes six main areas. The first of them is aimed at the development of industrial and technological infrastructure. It provides for subsidizing the costs of entrepreneurs and agricultural producers for the purchase of equipment for processing meat and fish products, the development of state support measures to provide small peoples with mobile communications and the Internet, and assistance in the development of artistic crafts.

The second direction provides for the promotion of products of traditional economic activities in the Russian and international markets. In particular, small peoples will be assisted in preparing marketing materials and holding exhibitions. They are also provided with educational support on certification and licensing of products, building logistics. It is assumed that the state will reimburse producers for part of the costs associated with exports.

As part of the direction of popularization of small and medium-sized businesses, it is planned to create a center for the development of traditional entrepreneurship. Here they will advise citizens on starting their own business, provide assistance in supporting investment projects, identify and support promising initiatives.

Another area of ​​the program is dedicated to the development of the tourism industry in places where indigenous peoples live. As part of this work, it is planned to subsidize the costs of creating new tourist facilities, improve the quality of tourist services in these territories.

Much attention in the program is paid to personnel issues and education. For example, it is planned to develop a federal state educational standard in the direction of “Northern Economy Specialist” and introduce state support measures to provide additional scholarships for students from among the representatives of indigenous peoples, if their future specialty is related to traditional economic activities. Also in the plans is to attract young specialists to conduct traditional activities with subsidies for the purchase of housing, monitor the quality of teaching the native languages ​​of small peoples and develop measures to improve the level of teacher training.

In general, the implementation of the program will help improve the well-being of indigenous peoples, reduce the unemployment rate, increase the volume of production of traditional economic activities and increase the tourist attractiveness of the Arctic.

A detailed action plan for the implementation of the program will be developed by the Ministry for the Development of the Russian Far East and submitted to the Government in the next three months.
