Since the beginning of this year, over 11 thousand uncontrolled burns of dry vegetation have been registered throughout the country. They were discovered with the help of unmanned aerial vehicles and space monitoring, as well as as a result of interdepartmental raids with the Ministry of Internal Affairs and other interested services in the private sector and horticultural associations.
Since the beginning of April alone, employees of the supervisory bodies of the Ministry of Emergency Situations of Russia have made about 10 thousand rounds.
As a result, 3.5 thousand citizens, over 320 officials and 40 legal entities were fined. For ordinary citizens for violation of fire safety rules when using open fire, a fine of up to 5 thousand rubles is established, which increases during the special fire regime. Completely different amounts of monetary punishment are in question for legal entities.
The main violations on the lands of municipalities are associated with uncleared dead wood and garbage, as well as with the absence of mineralized strips that serve as a fire barrier in the path of fire. All these seemingly innocent violations provoke rapid fires and, as a result, damage or destruction of housing, and sometimes death of people.
So, since the beginning of this year, more than 70 buildings have suffered from unauthorized dead wood burning in 9 settlements of the Central and Volga Federal Districts, of which 11 private houses have been destroyed by fire. Thanks to the prompt actions of the firefighters, it was possible to do without human casualties.
Let us remind you that new fire safety requirements are in force in Russia this year. The current version of the Rules for the fire regime in the Russian Federation, which came into force on January 1, determines the order of behavior of people, as well as the maintenance of territories and buildings. The requirements also apply to gardeners and summer residents.
So, on the territories of private households, it is forbidden to make fires, use open fires for cooking outside specially designated and equipped places for this.
At the same time, the rules do not establish a complete ban on the use of open fire and making fires in personal and garden plots. This is possible subject to certain conditions and fire safety requirements. For example, you can burn garbage, grass, foliage and other waste at special sites designated for this by local authorities. At the same time, a place for an open fire should be located at a distance of at least 50 meters from the nearest building, 100 meters from a coniferous forest and 30 meters from a deciduous forest. By using an open flame in a metal barrel, the distances can be halved. In this case, the barrel should have a lid and primary extinguishing media should be nearby. Fire cannot be left unattended.
The area around the place of use of open fire must be cleared within a radius of 10 meters from dead trees, dead wood, dry grass and other combustible materials.
Braziers and braziers can be located at a distance of at least 5 meters from buildings and structures.
Compliance with these rules is a guarantee of safety when handling fire. The safety of others depends on the vigilance and responsibility of each citizen.
