On behalf of the Federal Penitentiary Service, the event was attended by the Deputy Head of the Office of the Federal Penitentiary Service of Russia – the head of the department for ensuring interaction with the CIS countries, international cooperation and protocol events Oleg Lazarenko, employees of the international department of the Federal Penitentiary Service of Russia Inessa Chernyak and Kirill Kartsev, as well as representatives of the operational and personnel services of the Federal Penitentiary Service Russian Alexey Emelyanov and Alexander Kaportsev.
The meeting was attended by experts from the penitentiary services of Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan and Uzbekistan, as well as representatives of the Anti-Terrorist Center of the Commonwealth of Independent States member states, the CIS Executive Committee and the Secretariat of the Council of Heads of Penitentiary Services of the member states of the Commonwealth of Independent States. Head of the Secretariat of the Council – Chief of Staff of the Department for the Execution of Punishments of the Ministry of Internal Affairs of the Republic of Belarus Valery Nestyuk.
Due to the unfavorable sanitary and epidemiological situation, the meeting was held in the format of a video conference.
The issues of improving the personnel and information support of the activities of the penitentiary services, information interaction of the penitentiary services in the implementation of interstate search and other issues were discussed. The participants of the meeting also exchanged experience in the field of ensuring security in places of confinement, preventing the entry of prohibited items.
Representatives of the Federal Penitentiary Service of Russia made a presentation on the preparation of the draft Agreement on the training of personnel for the penitentiary services of the member states of the Commonwealth of Independent States.
Alexander Kaportsev, Deputy Head of the Professional Education Department of the Personnel Directorate of the Federal Penitentiary Service of Russia, reported on the work being done to develop and agree on a project that provides for cooperation of the penitentiary services of the CIS member states in ensuring a high level of personnel training that meets the challenges and threats of the modern world.
The issues of preparation and holding of the next 6th meeting of the Council of Heads of Penitentiary Services of the CIS Member States, which is scheduled for autumn 2021, were also considered.
The participants stated that the 5th meeting of the working group of experts of the Council was held in the spirit of mutual understanding, trust and constructive dialogue.
