The final meeting of the board of the Ministry of Transport was held under the chairmanship of the Minister of Transport Vitaly Savelyev. As Andrei Belousov noted, the past year has become especially difficult for the country’s transport system. At the same time, in the air transport sector, it was possible to preserve the production activities of all airlines and prevent a single bankruptcy. “The internal route network has been preserved, even in the hard-to-reach parts of the country,” the First Deputy Prime Minister said.
In the field of railway transport, it was also possible to ensure uninterrupted operation and prevent a decrease in the quality of transport services, including in the segments of passenger suburban transportation and long-distance transportation. The work of JSC Russian Railways to preserve the investment program was noted.
“Under the difficult conditions of restrictions, the city’s public transport continued to work nonstop. The rolling stock in 14 urban agglomerations has been substantially renewed, ”said the First Deputy Prime Minister. He also noted an increase of almost 1% in the volume of cargo transportation by inland waterways. “The significant growth in the construction of new port facilities has made it possible to create conditions for the return of domestic goods to our ports and an increase in the export of Russian products. Last year, 33 million tons of capacities were commissioned, which is almost a third higher than the level of 2019, ”he said.
The main task for 2021, Andrey Belousov, called the development and adoption of the Transport Strategy until 2035. “It is necessary to develop clear and fair principles for the provision of transport services, to ensure predictable pricing for transport services, which will enable consumers to reduce the delivery time of goods and make long-term plans,” he said.
No less important are the tasks of increasing the mobility of the population, increasing the comfort of transportation, and digitalizing the transport complex. “It is necessary to create a basis for unmanned vehicle traffic, transfer of all shipping documents into electronic form, and ensure the traceability of goods,” said the First Deputy Prime Minister.
In turn, Marat Khusnullin stressed that, despite the most difficult conditions for the spread of coronavirus infection, the construction of transport facilities did not stop. The positive results of the implementation of measures and the achievement of the indicators of the “Safe and High-Quality Roads” national project and the Comprehensive Plan for the Modernization and Expansion of the Main Infrastructure were noted. “In terms of the volume of road construction, we have completely surpassed the results of 2019,” he said.
Marat Khusnullin paid special attention to the implementation of large infrastructure projects, which were discussed in the Address of the President of Russia to the Federal Assembly on April 21. In particular, this is the construction of the Moscow-Kazan highway with an extension to Yekaterinburg. The development of the regions is especially important, namely the creation of new financial instruments that will allow the development of infrastructure construction.
