The best digital practices implemented in Moscow are already spreading outside the capital.
A single digital register, which contains a number of key information about the entire population of the country, will allow bringing the quality of public services to a new level. About it Sergei Sobyaninsaid at a meeting of the discussion club of the Higher School of Economics and Sberbank “Digital transformation: the state, cities, companies.”
“But you understand, if there is no single digital register of the population, then there is no place to connect biometrics, other services, or the social treasury. And then a rupture occurs – everyone has their own register: this one has his own, this one has his own, and German Oskarovich (chairman of the board of Sberbank – mos.ru comment) has his own. Somewhere in the region. As soon as there is a single register of the population, a person who is somewhere around whom, as German Oskarovich said, everything else revolves, then, by joining there, you can provide a completely different quality of services. And interdepartmental interaction with commercial structures and with the state is the most important tool. I am very glad that the Russian Government has actively taken up this matter, “- said the Mayor of Moscow.
The amount of data accumulated in a single register needs to be structured and systematized. All this will make it possible to operate with the most reliable data. At the same time, great attention should be paid to security issues, stressed Sergei Sobyanin.
“There are risks of cyber attacks and information leakage. And as with all challenges, they must be dealt with. There is a challenge – and you have to live with it and resist it. The more challenges there are, the correspondingly more should be counteraction, protection and so on, ”he said.
The capital has long made a choice in favor of introducing the best digital practices, which then spread beyond the city limits. So, in the entire Central Federal District, the Moscow system of photo and video recording of transport violations is already operating. Thanks to her, the number of car thefts in the city has already decreased by several times. “Every stolen car can be seen in Moscow, and in the Moscow region, and further across Russia,” added Sergei Sobyanin.
The Minister of Digital Development, Communications and Mass Media of the Russian Federation Maksut Shadayev said that the photo-video recording of violations is one of the good examples of the effective work of digital technologies.
“It is done automatically not in order to replenish the budget, but in order to accustom people to the culture of driving, in order to reduce mortality on the roads. The same applies to environmental monitoring, which, due to the number of figures, can be fast and operational. Not when an inspector comes in a week and tries to establish the fact of harmful emissions, when it is technically impossible to do it, ”he said.
By new standards
The system of relations and values between the state and the individual, according to the Moscow Mayor, is changing, because the people and the authorities themselves are changing.
“To change the relationship between the state and the individual, the state itself must be transformed. And in the old paradigm, centuries passed, nothing fundamentally changed, ”said Sergei Sobyanin. As an example, he cited the provision of public services, when both during the tsarist regime and in the Soviet Union, a person had to go to officials himself.
“Over the past decade, there has been just a revolution, a revolution largely thanks to digitalization,” he added. – MFC is the tip of the iceberg. And the iceberg is the interdepartmental electronic relationship of all officials in our country, it is inside. But without this, without the digitalization of internal processes, even this would be impossible. And now we see that the state has begun to change before our very eyes. And today we are competing, our “My Documents” systems are competing with the best examples of commercial banks in terms of such an indicator as customer focus ”.
Thanks to a large amount of information, a person also changes. “The ability to apply very quickly to different structures, bodies and so on, to receive different services. We are starting to compete with each other for the provision of services. This is a very important thing, ”added the Mayor of Moscow.
Sergei Sobyanin is confident that this system will gradually spread throughout the country.
“The Moscow bureaucracy was the most terrible of all,” he said. – We came to Moscow from the provinces – we were taken aback by the way they talked to us, how they behaved. And today the Moscow bureaucracy is becoming, as you say, almost a model. “
Moscow plans to transfer up to 80 percent of services to the online format.
“The first task was to make a customer-oriented service in the MFC, now the next task is to remove all unnecessary steps that are there, everything to the maximum. This year, we will transfer 30 percent of them to the online mode only. Because when you do two options, they don’t work that way. Online only – please come in and get services. And a huge amount of unnecessary running and walking. But other opportunities and other services appear there. “
Speaking about the use of digital technologies in the education system, Sergei Sobyanin noted that any step in this direction must be justified.
“Trying to drive this story into the rigid framework of digitalization can lead to the fact that everyone will be unhappy with overload and inefficiency. Therefore, the basic story is the content of education, understanding the processes that are taking place at school, and an attempt to accelerate these changes through digital transformation, ”said Sergei Sobyanin.
The same systematic approach should be used not only in education, but also in all spheres of life.
Digitalization, according to Sergei Sobyanin, is primarily based on the foundation of the current management model.
“There is a foundation for management decisions that exist de facto. And if digitalization is imposed on an unsuitable management model, then the model will be doubly, tripled unusable. Not only are there problematic processes inside, but also to impose a grid of digitalization and electronic services from above, and a failure is guaranteed to you, ”added the Mayor of Moscow.
Maksut Shadayev also spoke about the importance of adjusting management processes. According to him, this is what will make it possible to effectively use digital technologies in the field of public services.
“We have money allocated by the federal body only in the context of changes in quality indicators. The first indicator, probably the most important one, is the improvement in the quality of service, the satisfaction of our citizens. And not only by public services, but from the point of view of any aspects of interaction. These are control and supervision activities and citizens’ appeals. Everything is very simple here. So what do we need? To make the response as fast as possible, the terms of service delivery were reduced, most of the services were transferred online, ”said the Minister of Digital Development, Communications and Mass Media of the Russian Federation.
