February 18 this year On the initiative of the Mexican side, a telephone conversation took place between Minister of Foreign Affairs of Russia Sergey Lavrov and Minister of Foreign Affairs of Mexico ML Ebrard Casaubon.

Mexico is one of the leading partners of Russia in the region of Latin America and the Caribbean, cooperation with which is not subject to the influence of the political environment, is mutually beneficial and sustainable, traditionally based on mutual respect, equal consideration of each other’s interests.

On December 11, 2020, our countries celebrated the 130th anniversary of diplomatic relations. 24 years ago (January 28, 1997) the Declaration on the Principles of Relations and Cooperation between Russia and Mexico was signed.

During the conversation, the ministers will substantively discuss the issues of building up and diversifying trade, economic and investment ties.

In terms of the volume of bilateral trade (at the end of 2020 it amounted to USD 2.2 billion), Mexico is the second largest trade and economic partner of Russia after Brazil among Latin American countries.

The locomotives of interaction in the material sphere are the Russian oil and gas company PJSC Lukoil operating on the Mexican market, as well as Mexican firms – Nemak, which produces automotive components in the Ulyanovsk region, and Gruma International Food, which opened a plant for the production of flat cakes and chips in the Moscow region. from corn flour.

The issue of holding the next 6th meeting of the Russian-Mexican Mixed Commission on economic, trade, scientific and technical cooperation and maritime navigation is being considered.

Since April 2019, the Russia-Mexico Entrepreneurs Committee at the Chamber of Commerce and Industry of the Russian Federation has been operating under the chairmanship of the President of PJSC UAC Y.B. Slyusar.

Particular attention at the talks will be paid to the fight against the spread of the new coronavirus infection. To date, successful cooperation has been established between the two countries in countering COVID-19, several batches of the Russian Sputnik V vaccine with a total volume of 900 thousand doses have been delivered to Mexico.

In connection with the appeal of the partners, it was decided to provide Mexican citizens with 10 places within the total quota (32) annually allocated by the Government of Russia within the framework of the draft Plan for the admission of foreign citizens and stateless persons for the LAC countries for their study in Russia in the 2021/2022 academic year. year in medical specialties (pulmonology).

Work continues to improve the legal framework for bilateral cooperation. A number of intergovernmental and interdepartmental agreements are being worked out, including on cooperation in the exploration and use of outer space for peaceful purposes, on the creation of the Russian Center for Science and Culture in Mexico City, on maritime navigation, on the issuance, on mutual recognition of educational documents, on cooperation between the Prosecutor General’s Offices of our countries.

The ministers will consider the possibilities of deepening cultural and humanitarian cooperation, including holding the sixth meeting of the Russian-Mexican Mixed Commission on Cooperation in the Field of Culture, Education and Sports (chaired by the Special Representative of the President of Russia M.E. Shvydkoi), and signing an updated Cooperation Program for 2022-2024

In accordance with the invitation of the Mexican partners, the possibilities for the participation of the Russian side in the upcoming 2021 anniversaries in the history of Mexico are being worked out – the celebration of the 200th anniversary of gaining independence, the 500th anniversary of the conquest of Tenochtitlan and the 700th anniversary of the founding of Mexico City.

An important component of our interaction with Mexico City is the coordination of approaches in international organizations. Our positions on the main problems of the regional and global agenda are close or coincide. Russia and Mexico are committed to strict observance of the norms and principles of international law, to strengthening the central role of the UN and its Security Council, and they are in solidarity on issues of inadmissibility of interference in the internal affairs of sovereign states, non-recognition of coups d’état as a method of changing power, attempts to unlawfully pressure some states on others.

We cooperate constructively in various multilateral formats – primarily the UN (Mexico was elected a non-permanent member of the UN Security Council for 2021-2022, the UN HRC for 2021-2023 and ECOSOC for 2021-2022), as well as the G20 and APEC. Mexico traditionally supports Russian priorities within the framework of the UN General Assembly, in particular, countering the glorification of Nazism, international information security, measures to ensure transparency and confidence-building in outer space and not being the first to place weapons in outer space.

The visit is intended to give impetus to the consistent strengthening of Russia’s interaction with regional integration associations, including the Community of Latin American and Caribbean States – CELAC, in which Mexico is the rotating chairman until 2022.
