First Deputy Prime Minister Andrey Belousov chaired a meeting of the Board of Directors of JSC SME Corporation. The meeting participants discussed proposals for finalizing the corporation’s development strategy.

The second task is to expand the instruments of financial support. They need to be more targeted, taking into account the sectoral principle and using an umbrella mechanism for securing loans to increase the number of recipients of support.
The third area of work is expanding the demand for SME products. It implies an intensification of efforts along three tracks: purchases by companies with state participation from SMEs, export development jointly with the Russian Export Center, and SMEs in the e-commerce supply chain.
In addition, the Corporation should become a center coordinating the development of infrastructure to support SMEs, primarily technoparks and industrial parks in the regions.
The fifth task is to intensify work on the educational track. Considering that new opportunities appeared last year, in particular, online formats, it is necessary to continue this trend and strengthen the work on educating entrepreneurs and developing entrepreneurial competencies.
Andrey Belousov also called for the development of two areas of the Corporation’s activities related to interaction between SMEs and regulatory and supervisory bodies. We are talking about the Zabusiness.rf platform and the “mirror register of inspections”, which allows, based on requests from entrepreneurs, to identify and eliminate violations during inspections.
A separate track is maintaining a constant feedback channel with entrepreneurs and verification of support measures. “This work needs to be strengthened, because it is the basis of customer focus,” emphasized the First Deputy Chairman of the Government. “It is necessary to organize continuous interaction with business and regions, help the subjects using a unified management system, set up work with entrepreneurs, and also ensure the standardization of the work of the regions,” he concluded.
The Minister of Economic Development of the Russian Federation, member of the Board of Directors of the Corporation Maxim Reshetnikov, in his speech, pointed out the need to focus on two main principles – targeting and seamless support measures. In particular, it is necessary to restart the algorithm for providing targeted assistance to businesses, to focus support on those areas where the maximum effect will be. In addition, it is important to take into account the nuances and peculiarities of support for SMEs, depending on the regional specifics. For the constituent entities of the Russian Federation, the Corporation should be a conductor of best practices and best practices.
The need to restart the work of SME Bank was separately noted. “It is very important for us that SME Bank is an element of a single technological operator of financial support for SMEs, which is the Corporation,” the minister said.
Speaking about the importance of creating a digital platform, Maxim Reshetnikov instructed to take into account the experience of providing anti-crisis support measures, primarily concessional loans to support employment within the framework of Government Decree 696. “The blockchain platform, which was promptly deployed by the Federal Tax Service, made it possible to see in real time who is the recipient of support , what is the volume of obligations and so on. Now it is necessary to incorporate all these developments into the 1764 program (soft loans within the framework of the national SME project), ”he said.
The head of the Ministry of Economic Development called assistance in the development of new sales markets for SMEs, for example, within the framework of a new national tourism project, as the most important topic.
For his part, Alexander Isaevich, General Director of the SME Corporation, noted that the updated strategy is based on the principles of simplicity and availability of support measures. “For entrepreneurs, it is important to automate processes at all stages and to organically integrate new tools into existing business processes,” he said.
Isaevich called an open dialogue with entrepreneurs the foundation of the SME Corporation’s activities. Based on their opinion, the Corporation has developed directions for the development of existing instruments, as well as formed new directions and goals, he added.
