Under the chairmanship of Deputy Prime Minister Dmitry Chernyshenko, a meeting was held on the use of the heritage sites of the World Cup by the regions of the Russian Federation.

The meeting was attended by the aide to the President of Russia Igor Levitin, representatives of the Ministry of Finance, the Ministry of Sports, the Ministry of Culture, the Federal Agency for Tourism, as well as the leadership of the constituent entities of the Russian Federation, in whose cities the 2018 FIFA World Cup was held.

Dmitry Chernyshenko recalled that in accordance with the Concept of the World Cup Legacy, the regions developed business plans for managing facilities and making them self-sufficient by 2024. To date, the constituent entities receive a federal subsidy for the maintenance of stadiums. “We must assess in advance the plans of the regions for the further use of the legacy of the World Cup,” he said.

“We made the decision on federal support, hoping that in four years the governors and their teams will learn to manage the legacy without loss. We see that there are problems with their operation, and quite a few. There is no qualified personnel able to properly maintain and develop facilities, there is no effective interaction with the Russian Football Union and football leagues. And we need to work out the best options for the implementation of the heritage concept, taking into account the transition to self-sufficiency by 2024, ”said Igor Levitin.

The heads of most of the regions in their speeches confirmed their intention and readiness to independently bear financial obligations and manage facilities from the moment of the termination of federal funding.

Within the framework of the meeting, proposals were made on the use of not only objects, but also adjacent territories, where it is possible to create leisure zones and modern urban spaces.

“The efficient use of large modern arenas built for the 2018 FIFA World Cup in Russia is impossible without regular high-attendance football matches. It is necessary to create comfortable conditions on the territory of the stadium so that it becomes a point of attraction for the townspeople. In addition, teams must strive to get into the RPL and be competitive, because athletic performance draws fans to the stands. One of the instruments for managing arenas would be to assign them to regional clubs, which would allow directing federal subsidies to create comfortable conditions for spectators. The development of the space around the arena without prejudice to professional teams is also possible by providing part of the territory to developers. For example, for the creation of multifunctional sports centers with the development of a joint development plan for the territories, ”says the president of the Russian Football Union, Alexander Dyukov.

Dmitry Chernyshenko, summing up the results of the meeting, emphasized: “In the near future, the Ministry of Sports needs to analyze the existing experience together with specialized organizations, with the participation of the RFU, and determine the best model for operating stadiums. In addition, it is important to assess the possibilities of attracting strategic partners by the regions for long-term cooperation. As a result, I ask you to work out these proposals with the heads of the constituent entities. “
