The goal of the project is to create an operating year-round deep-water sea hub – a cargo handling center integrated into the North-South international transport corridor.

First Deputy Prime Minister Andrei Belousov held a meeting on the progress of the project “Integrated Development of the Murmansk Transport Hub”.

The meeting was attended by Deputy Prime Minister Marat Khusnullin, Governor of the Murmansk Region Andrei Chibis, representatives of the Ministry of Transport, the Ministry of Energy, the Ministry of Finance and the Ministry of Economic Development, General Director – Chairman of the Board of Russian Railways Oleg Belozerov, General Director of PJSC STLC Evgeny Ditrikh and shippers.

During the discussion, the shippers announced the planned volumes of cargo transshipment at the Lavna sea terminal – 18.6 million tons from 2024. Including 13 million tons – at the expense of the cargo of JSC “Port Infrastructure Development Center” and 5.6 million tons – at the expense of JSC “HC” SDS-Ugol “”.

The First Deputy Prime Minister instructed the Ministry of Energy, together with the Ministry of Transport, to analyze the announced plans of shippers for the volume of cargo transshipment at sea terminals in order to confirm their relevance, taking into account the situation in world markets.

In addition, the Ministry of Transport, together with stakeholders, following the meeting, was instructed to link projects for the construction of port terminals on the western coast of the port of Murmansk, as well as short and long distance railway approaches in terms of commissioning dates and throughput capacities. Also, the ministry should speed up work on concluding a contract with a contractor for the construction of close rail approaches to the Lavna sea terminal.

In addition, Andrey Belousov instructed the Ministry of Transport, together with PJSC STLC, to speed up the work on identifying the technical customer for the project for the construction of the Lavna sea terminal and to update the action plan for the implementation of the Integrated Development of the Murmansk Transport Hub project.
