Experts from the competition unit of the Eurasian Economic Commission and representatives of authorized bodies, non-profit organizations and businesses of the countries of the Eurasian Economic Union discussed ensuring unhindered access to the public procurement market and improving digital solutions in this area at a meeting of the Public Reception at the FAS Russia training center in Kazan on April 28.
One of the documents considered was the Rules for determining the country of origin of certain types of goods for public procurement, approved by the Council of the Commission. They provide for conditions, production and technological operations for 255 types of goods in nine industries, when fulfilled, the goods are considered to originate from the EAEU state.
According to the Minister for Competition and Antimonopoly Regulation of the EEC Arman Shakkaliyev, these rules are free access to participation in public procurement, removal of existing administrative barriers and, accordingly, reduction of business costs.
“I would especially like to emphasize the importance of the rules for stimulating import substitution in countries, the development of industrial cooperation and the creation of production of components necessary for the production of finished products. All this will give a positive effect in the form of creating new jobs and developing innovative products that have not been previously produced in the Union, ”stressed Arman Shakkaliev.
Representatives of the Belarusian Chamber of Commerce and Industry, the Ministry of Industry and Trade of the Russian Federation and Business took part in the discussion of this issue.

As a reminder, on April 22 of this year, a new information resource of the Commission was launched. Today, seven commodity items have been included in the register on the basis of expert examination reports of national authorized bodies.
Another part of the meeting was devoted to the digitalization of the public procurement process. The participants discussed the mutual recognition of electronic digital signatures (EDS) by the EAEU countries. According to the EEC Minister, the main result of the work on validation, verification and verification of EDS will be the development of the Rules for the verification and recognition of electronic digital signatures. “The consolidation of the Rules for the verification and recognition of electronic digital signatures in the law of the Union will make it possible to form the legal framework necessary to resolve this issue,” said the head of the EEC competition unit.
In conclusion, the Minister of the Commission addressed the participants with an appeal to be more open and to be able to listen to each other.
