Military training centers have a high potential for further development, the Russian Ministry of Defense has outlined several main areas of this work, said State Secretary – Deputy Minister of Defense of the Russian Federation Nikolai Pankov, speaking on Friday at the All-Russian Scientific and Practical Conference on topical issues of interaction between the military department and civil higher education.

“The first direction is to expand the availability of military training for student youth,” said Nikolai Pankov.

According to him, work will continue on the creation of new military training centers, and, first of all, in the constituent entities of the Russian Federation, in which there are no military training units. There are 36 of them today.

“There are all the necessary tools for this: a regulatory legal framework, a developed and tested mechanism for implementing these approaches,” added the deputy head of the military department.

At the same time, Nikolai Pankov noted that there are universities in which all the conditions for organizing military training have already been created.

“The creation of military training centers in universities, in our opinion, should be the first stage of joint work in 2021–2022,” said the Secretary of State – Deputy Defense Ministers.

Nikolai Pankov called it fundamentally important to preserve the currently existing mechanism and procedure for creating new military training centers, which provides for an analysis of the university’s capabilities in organizing high-quality military training, an assessment of the educational material base. This work should be carried out jointly by the Ministry of Defense and the Ministry of Science and Higher Education.

“It seems to us still advisable to make the decision to establish military training centers at the Collegium of the Ministry of Defense with the participation of representatives of the Ministry of Science and Higher Education and with a hearing of the rectors of universities. Perhaps this issue should be considered at the Collegium of the Ministry of Science and Higher Education, ”said the deputy head of the military department.

He called the improvement of the organization of military training and the quality of implementation of its programs as another main area of work. “It is important here to ensure a continuous process of correcting military training programs and field training camps, building up the practical component of military training, taking into account the experience of practical activities of the Armed Forces. In order to coordinate the educational activities of military training centers, ensure the quality of military training programs and develop their content, it would be worth thinking about creating an educational and methodological association of military training centers, ”Pankov said. Another area of work, he said, is to ensure the unity of training and education of students in military training centers.
