In August, at least five territories will be identified for the creation of world-class campuses.
What criteria should a modern campus have, what indicators of its efficiency should be assessed – Deputy Prime Minister Dmitry Chernyshenko outlined key issues at the opening of the strategic session of the Ministry of Education and Science, dedicated to the creation and development of a network of modern university campuses in the country.
Campuses are a point of attraction for students and city dwellers
Dmitry Chernyshenko recalled the instruction of the President of the Russian Federation Vladimir Putin to create a network of world-class student campuses in Russia.
“Until December 1, 2022, we must have at least three projects underway. Based on examples of effective solutions from world practice and existing campus models in the regions, we will solve this problem together with the governors. It is important for us to create the architectural concept of each campus so that it organically fits into the urban environment. In addition, it is necessary to take into account the innovative potential and features of the territories and ensure the qualitative growth of the country’s economy through the synergy of research centers and higher education, ”the Deputy Prime Minister emphasized.
Dmitry Chernyshenko added that when creating a network of campuses in Russia, it is necessary to build on the best world practices. These are the campus of the Vienna University of Economics, which is implemented according to the principle of “city within a city” with the use of green technologies and smart management, as well as campuses in Geneva and the Polish city of Lodz.
Based on the results of the strategic session, the participants proposed a number of criteria and approaches to the creation of modern university campuses in Russia. Among them are the interuniversity character, the connection with the development strategies of the constituent entity of Russia and universities, the presence of several universities in the cities of the project implementation, the region’s readiness to financially provide the campus with engineering networks and transport infrastructure, and much more.
As Deputy Prime Minister Dmitry Chernyshenko concluded, by June 15, it is necessary to consolidate the criteria for selecting campuses and by mid-August to determine at least five territories where the idea of creating modern university campuses will be further developed.
According to him, no more than 60% of funds for the creation and development of university campuses will be allocated from the federal budget.
Minister of Science and Higher Education Valery Falkov stressed that a modern university campus should stimulate the university to its further strategic development.
“The university campus is not just an architectural project, it is an important part of the university development program. At the same time, it is necessary to take into account the peculiarities of the university model in each specific region. Campuses should include three components: education, science and innovation, while providing comfortable accommodation for students and promoting their active lifestyle, ”commented Valery Falkov.
According to the minister, the student campus should be connected with the city, organically fit into its environment: “The campus can become a point of attraction. Every inhabitant of the region should feel comfortable there, but first of all, of course, a student. “
He added that, given the current climate agenda, campuses should be built on principles such as sustainability and zero waste.
The creation of a network of modern university campuses will be actively supported by the Ministry of Construction, Housing and Utilities.
“The current Urban Development Code requires a definition of a campus. Here it is necessary to take into account the peculiarities of the organization of the educational process. We are already working on this issue at weekly meetings of the headquarters working groups. Last week, the Ministry of Construction, together with the Ministry of Education and Science and specialized universities, created a Consortium of Construction Universities, which is also called upon to solve urgent problems of changes in regulatory documents and planning decisions. We already have a successful experience of creating campuses. This is Innopolis, and what was done for the Universiades in Kazan and Krasnoyarsk, ”said Irek Fayzullin, Minister of Construction, Housing and Utilities.
Modern university campuses: regional experience
Heads of Russian regions took part in the strategy session: Novosibirsk Region Andrey Travnikov, Nizhny Novgorod Region Gleb Nikitin, Sverdlovsk Region Yevgeny Kuyvashev, Tomsk Region Sergey Zhvachkin, Perm Region Dmitry Manokhin, Oryol Region Andrey Klychkov. They shared their regional experience in setting up university campuses.
Gleb Nikitin presented a project of a distributed IT-campus, including educational areas of a new IT-faculty on the basis of N.N. Lobachevsky for 7 thousand students and dormitories for 5.4 thousand students. About 80% of investments will be financed by private investors. The need to implement the project is due to the lack of IT specialists. At the moment, the total deficit is 15 thousand people. Only about 3 thousand IT specialists are trained annually.
“The project of a distributed IT campus is divided into stages. The first stage includes the construction of the necessary space for modern and comfortable accommodation for students on the territory of UNN. This will make it possible to start the necessary work as soon as possible. The project also includes the creation of an educational building for teaching the first two courses of students of the future IT faculty. At the second and third stages, we are considering the creation of an educational infrastructure for the IT faculty in the historical part of Nizhny Novgorod, ”said the governor of the Nizhny Novgorod region.
Evgeny Kuyvashev noted that the modern student infrastructure in Yekaterinburg is formed mainly in the Novokoltsovsky microdistrict. Currently, the facilities of the Universiade Village are being built here for the World Student Games 2023. After their completion, the site will become the campus of the Ural Federal University. In the center of the new microdistrict there are five modern dormitories located around the central square. The main point of attraction here will be a community center with educational, sports and leisure infrastructure.
“The Universiade Village will be the beginning of a new campus for UrFU. In addition to sports facilities, the university will receive 8.5 thousand places in dormitories, a scientific and educational center with an electronic library and a universal conference hall. Thus, a significant part of the campus infrastructure will be created in preparation for the World Student Games. At the same time, the formation of a full-fledged student campus requires decisions on the construction of additional facilities. Among them are new educational buildings and a complex of buildings for the SUNC. The construction of a campus in the region will create a modern educational environment where the principles of project and interdisciplinary learning will be introduced with the formation of multifunctional teams. Ultimately, this will significantly increase the number of scientific developments for industrial purposes ”, – emphasized Evgeny Kuyvashev.
