Supporting families with children is one of the key areas of Moscow’s social policy.
Today, more than two million 200 thousand children and adolescents live in Moscow. More than one million 800 thousand of them are children under 14 years old. There are one and a half million families with children. Their support is one of the key areas of Moscow’s social policy. She told about the support provided to families with children by the city on the International Children’s Day. Anastasia Rakova, Deputy Mayor of Moscow for Social Development.
“Development of digital services is very important for Moscow as a big city. Modern mothers want to get everything in one click on the Internet. Today, more than 380 services and services, including enrollment in school, kindergarten, circles, are provided in electronic form. We understand how important services are for parents. Moms and dads understand when a child entered school, when he left, what he ate, what his grades are. It is very difficult for modern children to skip school, ”she said.
Every day, using the mos.ru portal, about one million users receive various services online (enrollment in school, kindergarten, circles, sports sections and houses of creativity, getting a ticket to a health camp, exam results, registration of social benefits).
Starting June 3, it will be possible to apply for an additional childbirth allowance on mos.ru. At the same time, for families under 30 years old, the additional lump sum does not depend on the fact of low income, and for families in which parents are over 30 years old, but have not reached 36 years old, the income will be assessed. The family’s average per capita income should be below one living wage, namely below 18,029 rubles per person.
Students of Moscow schools use the Moskvenok school card. With its help, they can pay for meals, check in and out of school and visit museums free of charge, and parents have the opportunity to control the passage to school, meals for the child in the cafeteria and his expenses in the buffet. You can also activate the informing service to receive real-time notifications about the facts of passing and leaving the school, buying food at school or visiting museums.
All preschoolers get free five meals a day, elementary students get free hot breakfasts, and college students on a budgetary basis get free lunches.
All schoolchildren with the help of a student’s Muscovite card can enjoy the right to reduced fares on the metro and ground transport, and children from large families can travel for free.
Convenient digital services have also been created in the healthcare sector. All Moscow patients can get access to their electronic medical record. This allows families to always have up-to-date medical information about the child’s health at hand: his vaccinations, laboratory and instrumental test results, prescriptions, as well as data on ambulance calls and doctor examination protocols.
“Starting this year, in two polyclinics, we are conducting an experiment on maintaining exclusively electronic medical records; by the end of the year, we plan to transfer all polyclinics to this format. This is convenient for parents, since everything is transparent, they can consult with another doctor, having access to all medical records. Also, for several years now, we have been maintaining an electronic register of childhood vaccinations. We understand which child does not have which vaccinations, we personally address each mother with a list of vaccinations that are missing, explaining why it is important and safe, ”said Anastasia Rakova.
Metropolitan healthcare is developing not only in the field of electronic services. For example, in Moscow, the neonatal screening program for newborns has been expanded, and today 11 hereditary diseases are being studied, which makes it possible to start treatment on time and reduce the risk of disability in the future. In addition, all children under three years of age are provided with the necessary medicines free of charge.
For three years now, families of newborn babies in Moscow have received a box “Our Treasure”, which includes 44 items for a newborn (mattress, blanket, diapers, overalls, bathing towel with a mitten, diapers, romper suit, body, electronic thermometer and more).
Children from large and socially unprotected families are provided with free two hot meals a day until graduation. Pregnant and lactating women, children under three years old, as well as children from large families (up to seven years old), children with chronic diseases (up to 15 years old) and children with disabilities receive free meals in dairy kitchens.
More than 750 thousand Moscow schoolchildren became the participants of the project “Museums for Children” Breakfast, lunch, afternoon tea: how to schedule a child’s meals using the Moscow State Services application
There are more than 180 thousand large families in the capital. Their number has grown by almost 2.5 times over 10 years. The city has a whole range of social support measures for large families, including compensation for the cost of purchasing a school uniform, paying for housing and communal services, purchasing goods for children, as well as in connection with an increase in the cost of food and the cost of living. Since January 1 of this year, all payments to families with children have been indexed. In addition to cash payments, large families receive various benefits from the regional budget. Among them are free admission to kindergarten, free or reduced tickets for visiting cultural and sports institutions, the right to free parking, tax incentives. They can also apply for targeted social assistance.
Moscow managed to achieve a serious result – to reduce by four times the number of orphans in orphanages. Today, 93 percent of children without parents are brought up in families. In the capital, a pilot project is being implemented to provide property support to families who have adopted older children or children with disabilities. Foster families are provided with living quarters, subject to the fulfillment of responsibilities for the upbringing of five or more orphans. Applicants who have provided a full package of documents must undergo psychological diagnostics and check for compliance with a number of requirements. In addition, an interactive portal has been launched in Moscow since last year. “My new family”, Which contains all the information for those who are not indifferent to the lives of children who have lost parental care. Here, future foster parents and guardians can learn more about the forms of family placement of children, using a convenient map, it is easy to find the addresses and working hours of the guardianship and guardianship authorities, as well as schools of foster parents.
