In Surgut, a pupil of the patriotic class “Sever-reserve” of the special purpose department “Sever” of the Federal Penitentiary Service of Russia for the Khanty-Mansiysk Autonomous Okrug – Yugra, a 9th grade student, Leonid Dinchenko, was awarded a medal “For the rescue of those dying on the waters.”
On the evening of July 29, 2020, Leonid Dinchenko, walking with friends along the banks of the Ob River near the Surgut river port, saw a teenager in the water who could not get out on his own. Not at a loss, he asked a nearby motorist for a towing cable and threw it from the pier to the drowning man, which he grabbed. Pulling him out of the water, Leonid offered him help, helped him to get dressed and escorted him home. Later it became known that the teenager was in the water after swimming for the ball.
According to Leonid, the classes held in the special purpose department of the Federal Penitentiary Service give self-confidence, strengthen health and spirit, and also do not panic in extreme situations.
By order of the Ministry of Emergency Situations of Russia, Leonid Dinchenko was awarded the medal “For the rescue of those who die on the waters.” In a solemn atmosphere in honor of the 55th anniversary of the formation of the first Surgut fire and rescue squad, the deserved award was presented to the young rescuer by the deputy head of the unit Anatoly Belous. He once again thanked him for his courage and determination, as well as the humanity and indifference shown to a person in trouble.
