A new digital platform has appeared in the capital, which will allow entrepreneurs to receive information about when and which regulatory authorities (CCO) can audit their business and what requirements they are evaluating to meet. As reported Natalia Sergunina, Deputy Mayor of Moscow, now the state information system (GIS) “Open control”works in pilot mode. The database already includes data from 18 control and supervisory authorities of the city.

“The new information system will help develop the business environment. Its functionality takes into account the wishes of the entrepreneurs themselves. Preliminary testing took place with the participation of the business community – representatives of various industry areas. Now we are opening a portal for everyone, while in pilot mode. We will gradually refine and improve it based on feedback from users, ”noted Natalya Sergunina.

Users of the platform will be provided with full information about possible checks and requirements for running a specific type of business, regulated by legal acts. The service will tell you what steps need to be taken to comply with them. In particular, entrepreneurs will be able to draw up a personal checklist to prepare for the audit, find the necessary regulatory documents, learn about changes in legislation and ask a question to a specialist in the chat in their personal account.

“Open control is primarily a system for entrepreneurs and their direct interaction with regulatory authorities. We will develop the platform together with the business community, taking into account their needs. How the GIS “Open Control” is arranged

One of the main tasks of the platform is to display in an accessible and detailed way all the requirements for a business in order to ensure their timely implementation, ”said the head of the Moscow Department of Entrepreneurship and Innovative Development Alexey Fursin.

The information system contains five sections: “Services”, “Control bodies”, “Normative acts”, “Journal” and “Help”.

There are two options in the “Services” block: “Load Simulator” and “Mandatory Requirements”. Over time, the section will be supplemented.

Load Simulator is especially useful for those who are just starting out in business. It will help you to correctly determine the list of mandatory requirements for the company. To use the service, you need to indicate the scope of the company and answer a few clarifying questions. After that, the system in a user-friendly format will issue a checklist with all the requirements for the types of control and specialized bodies.

Moscow was the first in Russia to digitize all regional requirements that are mandatory for entrepreneurs. Information about them is collected in the Mandatory Requirements service. They are presented in a unified form with references to the relevant regulations. It is also possible to search for materials and flexible filtering by various parameters. Registered users have access to the service of notifications about changes in mandatory requirements, requests from control bodies by business profile.

“At the same time, an entrepreneur does not need to understand the entire array of documents: the platform will show what needs to be done in each specific case. Thus, the city creates conditions for even more convenient interaction of entrepreneurs with regulatory and supervisory authorities and makes doing business in Moscow more comfortable, ”emphasized the Minister of the Moscow Government, Head of the Information Technology Department Edward Lysenko.

The section entitled “Control Bodies” contains information on 55 both regional and federal control and supervisory institutions.

In the section “Regulations” you can find 286 legal documents from different departments.

Those who are interested in news and answers to frequently asked questions will be able to refer to the sections of the platform called “Journal” and “Help”. All questions and answers are formed on the basis of the experience gained by control and supervisory authorities in business consulting.

Moreover, each registered user of the platform has access to additional functionality in his personal account. For example, you can ask a question in a chat with representatives of control and supervisory authorities.

Users who complete a digital profile for their organization can select a sample of their prerequisites and be notified of changes in the future. Also, for them, a personalized selection is formed from the latest materials published in the system: from sections with a register of requirements, regulatory framework, articles, news, questions and answers.

– a digital business profile with the ability to view the requirements and control bodies that impose these requirements;

– personalized information collection;

– Chat “Questions to KNO”;

– licenses (automatic download of information about licenses from external systems);

– documents (placement and storage of documents);

– system notifications;

– requests from the CCW (the functionality allows sending texts and files to the business from the CCW side).

The “Open Control” information system was created by the Moscow Government. The services were tested jointly by the Moscow Government and the city headquarters for business protection. The resource will continue to improve. Already, work is underway to add new functions.

The Business Defense Headquarters is a collegial body of the Moscow Government. The main tasks of the headquarters are to create favorable conditions for doing business, improve legislation and promote competition. Its activities are supported by the City Department of Entrepreneurship and Innovative Development. The headquarters includes representatives of 16 metropolitan executive authorities, as well as seven territorial branches of federal authorities.
