Non-chain pharmacies will be allowed to sell medicines remotely, and they will be able to buy medicines on marketplaces. The new procedure for the online sale and delivery of OTC medicines will take effect from September 1, 2021.

The resolution, which was signed by the Prime Minister Mikhail Mishustin, amended the Rules for issuing permits for the remote sale of drugs. In particular, the requirement for organizations to have at least 10 pharmacies in Russia and their own website on the Internet is excluded. At the same time, the opportunity is established for them to enter into agreements with the owners of aggregators in order to post offers and trade using their sites.

In addition, the rules are supplemented by a regulation on price adjustments. So, when selling remotely, the prices for medicines should not be higher than those set in the pharmacy itself. Another important point is that pharmacy organizations are responsible for the storage conditions and quality of medicines, even if the medicines were purchased on the partner’s website and delivered by courier companies.

The rules for issuing permits for the remote sale of medicines were approved by the Government in May 2020. Such trade can be carried out by pharmacy organizations that have a license for pharmaceutical activities and a corresponding permit from Roszdravnadzor.
