One of the most important components of maintaining a sufficient naval potential of the USSR was the staffing of the Navy. Admiral of the Fleet of the Soviet Union N.G. Kuznetsov, a monument to whom everyone meets at the entrance to the Naval Academy, left the following entry in his memoirs: “Personnel training is nine-tenths of the creation of a large fleet.”
The first training center that gave rise to, including the Soviet naval education, was the School of Mathematical and Navigational Sciences in the Sukharev Tower in Moscow. Its main task was to train naval officers. The experience of long voyages and combat operations in remote areas of the World Ocean demanded a deep, requiring a scientific approach, professional training of navigators and shipbuilding engineers. Therefore, in 1798, the navigator companies were transformed into naval schools with an expanded training program and a more advanced training and material base. In the same year, schools of naval architecture were created in St. Petersburg and Nikolaev. The formation of a network of educational institutions differentiated by specialties took place.
