The draft “road map” for the implementation of the Main directions and stages of the implementation of the transport policy of the Eurasian Economic Union for 2021-2023 was considered at the Advisory Committee on Transport and Infrastructure of the Eurasian Economic Commission, chaired by the Minister for Energy and Infrastructure of the EEC Emil Kaikiev.
The document provides for a wide range of measures aimed at the consistent development of all types of transport and at work on harmonizing the legislation of the EAEU countries, introducing electronic transport documents in the Union, developing Eurasian transport corridors, transport and logistics centers, intelligent transport systems, multimodal and container transport.
At the meeting, the attention of the participants was focused on the coordination of certain issues of the activities of air and rail transport, which are of particular importance for the states of the Union. In particular, exemption from customs duties on the import of civil passenger aircraft, the practice of introducing and applying by the Union countries of restrictions and prohibitions on the carriage of goods, including transit, empty own or leased wagons in interstate traffic (conventional restrictions).
Following the discussion, the members of the committee decided to submit a draft “road map” for consideration by the bodies of the EAEU with a view to its approval by the Eurasian Intergovernmental Council in August this year.
In the field of road transport, the problems of recognition of certificates of professional competence of drivers of international road transport are considered. The members of the committee discussed the issue of canceling the requirement to issue an accounting coupon to carriers of the EAEU states on the external border of the Union. We are talking about cases of carrying out transportations on an unauthorized basis or under multilateral authorizations of the European Conference of Ministers of Transport. The participants in the meeting agreed that in the future, in order to abolish the paper coupon, it is necessary to create a mechanism for monitoring and recording such traffic.
The Committee also considered the collective appeal of Kazakhstani carriers, which was received by the Commission the day before. The members of the committee instructed the subcommittee on road transport and road infrastructure to consider in detail the appeals at the next meeting. In addition, the committee approved a list of Eurasian transport corridors and routes.
The next meeting of the committee will take place in September 2021.
