Resolution of June 1, 2021 No. 853

From September 1, market participants will be able to apply for permits for the import of medicines into Russia through a single portal of public services. This is provided for by a decree signed by Prime Minister Mikhail Mishustin.

The document was developed in connection with the transition of federal authorities to the issuance of permits in electronic form, as well as in order to harmonize the import rules with the norms of the Eurasian Economic Union.

It is allowed to import drugs into the territory of the Eurasian economic zone that are entered in the Unified Register of Registered Medicines of the EAEU or in the corresponding register of the member country of the Union. When importing, you must comply with the special requirements that are established by each country that is a member of the EAEU.

In Russia, for the import of medicines, with the exception of certain cases, the conclusion of the Ministry of Health is required. An application for such a permit and the results of the decision made are registered in a special register, and the documents themselves are submitted in electronic form. Previously, market participants sent documents via an electronic form on the website of the Ministry of Health. Now this service will be available on the public services portal. The permission issued by the Ministry of Health will be posted in the applicant’s personal account for five days. This format will simplify and speed up the permitting process.

The new procedure does not apply to the import of narcotic drugs and psychotropic substances. They are governed by other regulations.
