On June 3, State Secretary – Deputy Head of the Department Alexei Serko answered journalists’ questions about the prospects of the department’s lawmaking activities for the safety of the population and territories.

EMERCOM of Russia constantly monitors the current norms and rules in the field of fire safety, as a result of which appropriate changes are made to the legislation on fire safety.

In particular, it was noted that the department supported the legislative initiatives of a group of Deputies of the State Duma of the Russian Federation on amending certain legislative acts of the Russian Federation on improving the activities of the federal state fire supervision. “The bill establishes the participation of fire supervision in the construction of facilities with a massive presence of people, – explained A. Serko. “It also provides for the obligation of managers and employees of security organizations to undergo training in fire safety measures.”

These and other changes in the draft law are designed to significantly increase the efficiency of the fire safety system for facilities with a massive presence of people.

Currently, the Russian Emergencies Ministry is developing more than 10 draft laws. In particular, it is proposed to expand the conditions for compliance of objects of protection with fire safety requirements, including when using various design justifications, tests and studies. With the adoption of the department’s initiatives, the owners of facilities will have the opportunity to more flexibly and variably approach the creation of a fire safety system.

The bills are also aimed at improving the procedure for the development and submission of fire safety declarations, issues of licensing activities in the field of fire safety, as well as increasing the information content of fire protection and the speed of transfer of information necessary for taking urgent measures to extinguish fires. In turn, the proposed amendments to the Code of Administrative Offenses, the Criminal and Criminal Procedure Codes are aimed at determining the type of responsibility for violation of fire safety requirements in forests and a clear distinction between criminal offenses and administrative offenses.
