In connection with the adoption in July 2020 of two basic federal laws: “On mandatory requirements” (No. 247-FZ) and “On state control and supervision” (No. 248-FZ), security “. In particular, it was proposed to systematize the mandatory fire safety requirements, to expand the conditions under which the objects of protection will be able to comply with them, to exclude outdated and excessive requirements for fire extinguishing equipment and personal protection. Also, as part of the implementation of the mechanisms of the “regulatory guillotine” of the Ministry of Emergency Situations of Russia, amendments were prepared to the federal laws “On fire safety” and “On licensing of certain types of activities” aimed at improving the procedure for licensing activities in the field of fire safety and establishing regulations for confirming the conformity issued for these purposes products.
“For the heads of enterprises, a notification procedure is introduced to notify about the work carried out and the services provided instead of the previously valid one. At the same time, a deadline has been set once every 3 years to confirm compliance with licensing requirements. The licensing authority will have the right to cancel the license through the court or suspend its validity – in the event of repeated or gross violation of license requirements. On June 2, the law was approved by the Federation Council, ”said Aleksey Serko.
He also added that in order to make the fire supervision procedure more “transparent”, the department initiated a number of proposals that were included in the Sputnik law, adopted by the State Duma last week.
In addition, according to the proposals of the Ministry of Emergencies of Russia, 53 government decrees and 125 departmental normative legal acts establishing mandatory requirements were canceled. Instead, 10 new acts of the Government and 10 regulatory orders of the EMERCOM of Russia were adopted. At the same time, at the initiative of the Russian Emergencies Ministry, the Government amended the Regulations on Federal State Fire Supervision and approved a new procedure and criteria for classifying objects of protection as a certain category of fire risk. This will reduce the unreasonable administrative burden for bona fide owners.
At the same time, an important factor in creating a favorable environment for business will be the unified digital platform for the provision of public services in electronic form created by the EMERCOM of Russia, which includes the development of information systems for supervisory authorities. By the end of 2021, it is planned to put the relevant programs into commercial operation.
