The Federal Penitentiary Service of Russia for the Arkhangelsk Region held an interdepartmental meeting on the state of legality and observance of the rights of convicts, suspects and accused in the institutions of the region’s penitentiary system. It was attended by the head of the Federal Penitentiary Service Alan Kupeev, employees of the Office of the Office, heads of structural divisions of the department, Ombudsman for Human Rights in the region Lyubov Anisimova, Chairman of the Public Council under the Federal Penitentiary Service Vitaly Fortygin, chairman of the regional Public Monitoring Commission Sergey Antufiev and representatives of the prosecutor’s office.
Observance of human rights in places of deprivation of liberty is a priority area of activity of the penitentiary system. The department is doing everything possible to improve the conditions of detention of suspects, accused and convicted persons in both domestic and social aspects. Today, the territorial agencies of the Federal Penitentiary Service of Russia have established constructive interaction with the ombudsmen and public figures. The great importance of this work lies in ensuring the observance of the rights and legitimate interests of suspects, accused and convicted persons.
The meeting was opened by the head of the Federal Penitentiary Service, Major General of the Internal Service Alan Kupeev. In his speech, he noted that the department is constantly working to ensure the rights of persons held in penal institutions and to humanize the conditions for serving sentences.
– Interaction of the Federal Penitentiary Service with the human rights ombudsman in the Arkhangelsk region and representatives of civil society institutions in the region is carried out in accordance with the requirements of the legislation, is businesslike and constructive, – said Major General Kupeev.
Information on the results of the activities of subordinate institutions for the observance of human rights in 2021 was brought to the attention of those present by the assistant to the head of the Federal Penitentiary Service for the observance of human rights in the UIS Evgeny Lichkov. He noted that the fundamental rights and legitimate interests of persons held in the institutions of the UFSIN are being respected. In the Office and subordinate divisions, violations of the established period for considering citizens’ appeals were not allowed. Necessary measures are also being taken to ensure the right of suspects, accused and convicted persons to health protection.
The Department pays special attention to the implementation of measures to ensure the observance of the rights of persons with disabilities. In all institutions for disabled convicts, improved material and living conditions have been created, increased nutritional standards are provided in accordance with the requirements of the law.
All invited guests expressed their opinions on the issue under discussion. Ombudsman for human rights in the region Lyubov Anisimova noted in her speech that appeals from convicts are still regularly received by the Ombudsman’s office, and outlined the range of topics that most often concern those serving sentences.
At the end of the meeting, the head of the Federal Penitentiary Service, Alan Kupeev, thanked the guests for their proposals on improving the mechanisms for ensuring the observance of human rights in places of detention and expressed hope for further fruitful and constructive cooperation.
