Opening remarks by Mikhail Mishustin:
Good afternoon, colleagues!
Today we will start the session with the issues of supporting families with children. On behalf of the President, the Government reimburses parents for half the cost of a child’s summer camp trip. After a difficult year, this is a great opportunity for children to improve their health, get a lot of impressions, and find new friends.
In May we have already allocated 5 billion rubles for such purposes. Today we will allocate an additional 4.5 billion. This will allow paying compensation to parents who have purchased vouchers for children before the official start of the program to reimburse part of the cost of children’s recreation. And more than 220 thousand children, with the support of the state, will be able to relax in the summer on favorable terms, gain strength and have a good time.
Also, on behalf of the President, the Government continues to support families where the third or subsequent children were born. They receive 450 thousand rubles each, which they can use to pay off mortgage loans. People are actively using it. Therefore, it is necessary to supplement the amount that was previously provided for in the federal budget. We will send over 27 billion rubles today. This will provide housing for at least 60 thousand large families.
People with disabilities also need special attention. Today we will look at the changes that will allow the blind and visually impaired to access more art, scientific and periodicals. To do this, it is necessary to remove certain restrictions in the copyright law, so that books and materials in a special format for such readers can be printed without the consent of the authors and the corresponding royalties. At the same time, of course, it will not be possible to do it for commercial purposes in order to make a profit. Such literature will go to libraries and special organizations, and people with visual impairments will be able to use it completely free of charge and without restrictions. This will expand their ability to receive information in an accessible format.
Now to the economic part of the agenda of the Government meeting. Consider the issue of the execution of the federal budget for the first quarter of this year. The unprecedented package of support measures, which the Government implemented on the instructions of the President, had a positive effect on the development of the economy, and this, in turn, stimulated consumer demand and employment.
Business activity is recovering, including in those sectors where activity has been suspended. The number of unemployed registered in the profile service has almost halved since December last year. The growth rate of housing construction accelerated, including thanks to large-scale support for mortgages.
The enterprises have resumed their investment programs. Relatively low interest rates became a good incentive for this. Today they are about 30% lower than two years ago.
All this was reflected in the budget. Income receipts significantly exceeded the forecast. They rose to almost 5.3 trillion rubles. Moreover, the share of oil and gas revenues decreased to 30.5%, which means that the dependence on the raw material component continues to decline.
Despite the pandemic period, the budget was reduced with a significant surplus. At the same time, the volume of public debt continues to remain at a safe, comfortable level.
We took a good pace. It is necessary to consolidate positive trends with unconditional financing of social and other priority obligations of the state.
One more question. The government is adjusting legislation to facilitate export supplies for Russian livestock breeders.
The demand for food from Russia is now increasing. Over the past year, the volume of export deliveries of meat and dairy products increased by more than a third. The geography of exports is also changing. Rosselkhoznadzor last year approved 40 veterinary certificates with 25 countries. Abroad, they are willing to buy our dairy products and semi-finished products, pork, poultry and much more.
To supply products to foreign markets, Russian agribusiness must confirm the compliance of its products with the requirements of the importing country. To make this process go faster, we are making changes to the legislation on veterinary medicine. The document defines the procedure for examining land plots, buildings, and other objects.
The Rosselkhoznadzor will check for compliance with the veterinary requirements of the importing countries free of charge. This only requires a statement from the owner of the object. And information about the results will be entered into the Federal State Information System in the field of veterinary medicine. If the object does not meet the requirements, you can also find out about this on the system’s website.
I am sure that after the adoption of the law, it will become easier for conscientious entrepreneurs to establish strong business relationships with their counterparties and to enter new markets.
Also on today’s agenda is a block of issues on environmental protection.
Among the priorities is the fight against forest fires. In a number of regions, the situation is now difficult. To help them eliminate fires faster, we will allocate over 2.5 billion rubles.
