On June 9, on the basis of the Russian-Serbian Humanitarian Center, the International Scientific Conference “Modern Approaches to Monitoring, Prevention and Assessment of Earthquake Consequences” was held. The event took place within the framework of the working visit of the delegation of the Ministry of Emergency Situations of Russia to the Republic of Serbia, headed by First Deputy Minister Alexander Chupriyan.

The conference was attended by ICDO Secretary General Mariatu Yap, Minister of Internal Affairs of the Republic of Serbia Alexander Vulin, Ambassador of the Russian Federation to the Republic of Serbia Alexander Botan-Kharchenko, delegations of the emergency departments of Russia, Armenia, China, Kyrgyzstan and the Balkan countries.

Opening the conference, Alexander Chupriyan stressed that any natural disaster is a threat to humanity. The Russian Federation has a sufficient scientific basis for earthquake prevention.

“The rescue units of the EMERCOM of Russia have extensive experience of work not only in our country, but also abroad. When there is a threat of earthquakes, it is very important to know about the vulnerability of structures. There are assessment methods based on classical approaches, in which all constructions are studied in detail, ”A. Chupriyan said.

He noted that the devices developed by the VNII GOChS scientists – the Strela-P mobile diagnostic complex and its predecessor Struna – assess the seismic resistance of buildings and structures and have been used many times both in our country and abroad. At the moment, with the help of the Strela-P mobile diagnostic complex, the seismic resistance of buildings in the Republics of Serbia and Croatia is being assessed, on the territory of which in 2020 there were devastating natural disasters – a flood and an earthquake.

The conference also discussed the use of unmanned aerial systems for the prevention and elimination of emergencies. It was noted that one of the problems that search and rescue teams face is the large area of ​​damage and the time limit for reconnaissance. The solution to this problem is the creation of orthophotomaps using unmanned aerial systems. With their help, control over the areas of emergency recovery and other urgent work, modeling the consequences of natural emergencies, as well as obtaining up-to-date information from the emergency area for prompt decision-making is carried out.

As a result of the conference, directions of interaction were developed to minimize the consequences of earthquakes and optimize measures for their elimination.
