I greet the participants in the meeting of the collegium of the Ministry of Industry and Trade.
Today the results of the work of your department for two years will be summed up. Of course, 2020 is worth highlighting. The whole world is faced with challenges that no one could have foreseen in advance. A dangerous new infection has made adjustments in the lives of many of us. Has caused millions of people to change their habits. Establish – for a fairly long period – stricter rules for meetings and conferences. Refuse live communication in favor of remote work formats.
The pandemic did not affect the world economy in the best way. Has led to a decrease in demand, a fall in energy prices. Caused widespread lockdowns and stalling of most projects. And of course, all this also affected the industry.
At the beginning of the pandemic, in order to preserve the health of people, vacations were introduced at many enterprises, production was stopped. But not everyone did this. In a number of industries, including the military-industrial complex, work continued. They produced products that were strategically important for Russia, while maintaining capacity utilization and jobs.
To stabilize the situation in industry, the President held a number of industry meetings. Based on their results, decisions were made on how to support enterprises in these difficult conditions. All of them were implemented in the package of measures that the Government promptly adopted.
We had to shift the focus in our work. Reallocate resources to address urgent, priority tasks. To aim them primarily at preserving the lives of our citizens. Support for those who need more help. Including representatives of the most affected industries and 600 backbone enterprises.
Thanks to all these measures, it was possible to keep the inevitable economic slowdown in such conditions within moderate limits.
In a short time, new capacities were deployed, which made it possible to dramatically increase the production of personal protective equipment. Today Russia can produce 15 times more medical masks, 33 times more protective suits, 40 times more medical gloves.
The brilliant work of biotechnologists who developed four coronavirus vaccines is translated into tens of millions of doses. Thanks to this, now we were able not only to move to the formation of collective immunity in Russia, but also help a number of countries to cope with the pandemic. Russia has once again confirmed its well-deserved status as one of the leading biotechnological powers in the world.
I want to thank the leadership of the ministry and all the employees who were involved in this difficult work to organize the production of protective equipment for people from a new dangerous infection. Your efforts have helped save millions of lives. And now our economy and industry are actively recovering.
Against this background, the pharmaceutical and medical industry showed growth by more than 23% at the end of last year, and by 40% in the first quarter of this year.
It is important that other priority areas have also developed. Strong results have been achieved across a wide range of high-tech industries. The production in agricultural and food machine building has increased significantly. And in the machine tool industry. The production of road construction equipment has also grown.
The introduction of end-to-end digitalization, new IT projects and digital platforms continues. Systematic assistance is provided to non-resource non-energy exports. The geography of project support is expanding at the expense of the Industry Development Fund. New incentive mechanisms and instruments are being introduced. In particular – SPIC 2.0.
In this regard, I would like to especially emphasize that import substitution programs have been and remain the most important priority of the Government. For more than two years, the share of domestic products on the market has grown significantly. More than 330 billion rubles are provided for projects to support import substitution in the budget until the end of this year.
We can see the result of all this work in the first months of this year as well. In January – April, we observe an increase in industrial production as a whole. And in many sectors of the manufacturing industry, the growth exceeds 10%.
We hope that thanks to your efforts, these positive trends will continue and grow. I am confident that the Ministry of Industry and Trade will continue to effectively address the challenges it faces. Will continue to contribute to the growth of our economy and the improvement of people’s lives.
