Briefing topic: the situation with the spread of the new coronavirus infection.

At the press center of the House of Government – a briefing by Deputy Prime Minister Tatyana Golikova. We will discuss the situation with the coronavirus in the country, the progress of vaccinations, as well as the visit of the Russian delegation to Turkey this week. Please, Tatyana Alekseevna.
Tatyana Golikova: Good evening, dear colleagues!
I will start with the completed visit of our inspection team to Turkey.
As we agreed with representatives of the Turkish side, such an inspection visit took place. Our group included representatives of Rospotrebnadzor, the Ministry of Health, Rostourism, in order to comprehensively assess the situation in the Republic of Turkey and the willingness to receive tourists from the Russian side.
I would like to dwell in detail on what issues were the subject of observation and monitoring.
Our colleagues, together with their Turkish colleagues, examined the airport, algorithms for detecting passengers with an elevated body temperature at the airport, organizing the collection of material in case of suspicion of a new coronavirus infection, and a PCR laboratory at the airport. And also three hotels – three, four and five stars.
In addition, a meeting was held with representatives of the national health sector, at which a presentation was made on the provision of medical assistance to tourists, equipping hospitals, the dynamics of morbidity and employment of the bed fund to date.
What was presented by colleagues as a result of this presentation?
First. Turkish colleagues have developed a guide on key sections of work in the context of COVID-19. It’s about diagnostics, treatment, contact tracing. A special questionnaire has been developed, which is filled out on the website without fail to enter the country and allows you to track contacts online. Also issues of isolation and organization of various fields of activity. National health authorities monitor the implementation of these guidelines up to four times a month. In case of gross violations – closure, in case of minor violations – a corresponding fine.
Second. The mask mode is respected. Controls are organized, masks and sanitizers are available in public places and on transport. Thermal imaging control is organized at the airport, four- and five-star hotels, as well as round-the-clock duty of ambulances. Isolation zones are organized both at the airport and in hotels. There are markings, warnings about the maximum occupancy of the premises, about measures of social distancing. Information is being carried out about restrictive measures, the need to comply with preventive measures for a new coronavirus infection. There is also a curfew for the local population from 10 pm to 5 am. And the corresponding penalty for not complying with the curfew. A disinfection regime has been organized. Treat cookware according to the guidelines. Catering – buffet without self-service.
It is important to note the vaccination of staff. The vaccination rate, according to Turkish authorities, is 60 to 90% in hotels.
In hotels, laboratory monitoring of pool water, sea water, food products, washings from contact surfaces, hands of staff and those involved in organizing services is carried out monthly.
The time for the ambulance, according to Turkish colleagues, is 10 minutes, the occupancy of the bed capacity has decreased from 59 to 39% today.
At the same time, our colleagues noted some shortcomings that make sense to pay attention to. The point is that, in practice, they are not clearly worked out: the algorithm of actions when a passenger or tourist with an elevated temperature is detected at the airport and a three-star hotel, the use of personal protective equipment in the isolation ward of a three-star hotel. Personnel testing in a three-star hotel and airport is organized once a month. The four-star hotel does not provide testing for vaccinated personnel. Obviously, these are the orders that are established within the Turkish Republic itself.
Our colleagues also noted the insufficient number of devices for air disinfection.
Today, some work was still going on, nevertheless, according to the conclusion of our specialists and taking into account the discussion and full consideration of this issue by all interested federal executive bodies, at a meeting of the operational headquarters, it was decided that it would be advisable to restore aviation communication with the Republic of Turkey from June 22 of this year. Let me remind you that until 11:59 pm on June 21, air traffic was suspended.
I would also like to draw your attention to the fact that during the discussion at the meeting of the operational headquarters, a number of decisions were made to open air links with some states from June 28, 2021, as well as to increase passenger traffic to those states that had previously been opened by the decision of the operational headquarters and by the order of the Prime Minister.
In addition, the operational headquarters made a decision, which will be proposed for approval to the Prime Minister, on the inclusion of the People’s Republic of China and the Principality of Liechtenstein, since there is no air communication with it, in the list of foreign states whose citizens and persons holding a residence permit or other document, confirming permanent residence in these countries, may enter the Russian Federation.
Let me remind you that the requirements of the Chinese side to enter the People’s Republic of China are quite strict, but we hope that these restrictions will gradually be lifted and our citizens will also be able to visit the People’s Republic of China for business and tourism purposes.
With regard to air traffic, it was decided to resume air traffic on a regular basis, but so far with restrictions on the number of flights, with the United States: Moscow – Washington and Moscow – New York, with the Kingdom of Belgium on the Moscow – Brussels route. In addition, it was proposed to resume air communication with the Republic of Bulgaria on the routes Moscow – Sofia, Moscow – Varna, Moscow – Burgas, as well as with these cities on the territory of the Republic of Bulgaria and individual airports of international importance located on the territory of the Russian Federation.
