The State Duma of Russia adopted in the third reading amendments to the Tax Code, which exempt state measures to support exporters from taxation.
“Free of charge measures to support business entities are exempt from personal income tax and VAT and income tax. Because it turns out that with one hand we are giving a subsidy, and on the other hand we are trying to take taxes from it, ”commented the head of the Committee on Budget and Taxes Andrei Makarov earlier.
“We regularly received messages from regional export support centers, and from business associations, and from exporters directly that they received free support, and then these measures were recognized as non-operating income and were taken into account when forming the tax base for income tax,” says Veronika Nikishina , General Director of the Russian Export Center. – For several years REC has been raising this issue, and with the support of the Ministry of Finance, the Ministry of Economics and the Committee on Budgets and Taxes of the State Duma, this important issue was resolved. This realignment of regulation in favor of business is a big step in the right direction. “
Thus, amendments were made to Articles 217 and 251 of the Tax Code of the Russian Federation, under which income from the services received free of charge from the Russian Export Center, regional Export Support Centers included in the unified export promotion system of the REC Group, as well as the SME Corporation are not included in the tax base for the calculation of corporate income tax, and for individual entrepreneurs – for the calculation of personal income tax. The adopted amendments will be effective retrospectively – from January 1, 2019. The law adopted in the 3rd reading will be sent for consideration to the Federation Council, and then sent for signature to the President of the Russian Federation.
