Order of June 16, 2021 No. 1623-r

There will be more regions in Russia where social services are provided to citizens not only by government organizations, but also by businesses. The order to expand the participants in the experiment was signed by Prime Minister Mikhail Mishustin.

From the opening remarks by Mikhail Mishustin at an operational meeting with the Deputy Prime Ministers on June 21, 2021

Initially, 16 regions participated in the pilot project. These are Altai, Krasnoyarsk, Stavropol Territories, Belgorod, Voronezh, Kaliningrad, Moscow, Novgorod, Novosibirsk, Orenburg, Samara, Tyumen, Chelyabinsk, Yaroslavl regions, St. Petersburg and Yugra. Now 13 more regions will join the list – they themselves have shown a desire to join the experiment. These are Adygea, Bashkortostan, Karelia, Yakutia, Chuvashia, Perm Territory, Vologda, Kostroma, Kursk, Pskov, Sakhalin and Ulyanovsk regions, Yamalo-Nenets Autonomous Okrug.

The law, according to which the state can attract business to provide social services to the population, was adopted in 2020. This was done in order to improve the quality and availability of such services for citizens. For the organizations participating in the experiment, special subsidies were provided as a support measure.

Organizations that provide social services to the population, provide sanatorium-resort treatment, provide palliative care, and help in employment can receive government support within the framework of the pilot project. “The main goal is to improve the quality and availability of social services, to create a competitive market so that people have a wide choice of organizations where they can receive such services,” Mikhail Mishustin said at meeting with deputy prime ministers on June 21.

The signed document changes Government decree of October 7, 2020 No. 2579-r.
