The Deputy Prime Minister chaired a meeting of the Committee on Digital Transformation and Innovative Development of the Board of Directors of Russian Railways. The meeting discussed the progress in the implementation of the action plan of JSC Russian Railways for the transition to the predominant use of domestic software in the period 2018-2024.

“By 2024, as part of the implementation of strategies for the digital transformation of state-owned companies, at least 70% of purchases of IT products from the total software budget should come from domestic digital solutions. At the same time, I do not exclude the introduction of new, more stringent requirements to achieve this indicator at an earlier date, ”said Dmitry Chernyshenko. Such requirements for achieving the country’s technological sovereignty are dictated by the times, he added.

The Deputy Prime Minister also announced the release of the second package of measures to support the IT industry in the near future and emphasized the importance of the tools to stimulate the domestic IT market, laid down in the national program “Digital Economy”. “Concessional lending for domestic companies for the purchase of Russian software developments with consolidated demand from large state-owned companies will create an additional synergistic effect for the industry. This year, 1 billion rubles of budget support have been allocated to subsidize the interest rate on loans for the purchase of domestic software products, which will allow attracting at least 35 billion rubles of additional financing for purchases, ”noted Dmitry Chernyshenko.

Oleg Belozerov, Director General of Russian Railways, drew attention to the need for an integrated approach to achieving digital transformation. “Russian Railways JSC is systematically working to achieve digital transformation and import substitution in the IT sector, but in some cases the tasks are so global that it is impossible to achieve them without combining efforts and coordinating the actions of the Government and business,” he said.

Following the meeting of the committee, Dmitry Chernyshenko instructed the Ministry of Digital and Russian Railways to develop a roadmap for the transfer of ERP resource planning systems to domestic software by the end of 2024.

In addition, the Deputy Prime Minister approved the creation of a National Competence Center for Import Substitution on the basis of Russian Railways to develop standard solutions for replacing foreign products with domestic ones, adapting them to the request of the Russian market, and also to advise companies on import substitution.

The event was attended by Oleg Belozerov, Director General of Russian Railways, Boris Nuraliev, Director of 1C, Maxim Parshin, Deputy Minister of Digital Development, Communications and Mass Media, as well as representatives of the Ministry of Industry and Trade, the Ministry of Transport and the Rostec State Corporation.
