Dear Madam Secretary General,
We are glad to welcome you to Moscow. You have visited the capital and other parts of the Russian Federation many times, but for the first time you are here as Secretary General Organization for Security and Cooperation in Europe (OSCE).
We are all convinced that the OSCE has great potential as a platform for an equal, mutually respectful discussion of common problems of the Euro-Atlantic area and for making collective positive decisions on them.
We see and appreciate your commitment to advancement in the interests of achieving such results of an inclusive dialogue of all participating States and taking into account the entire spectrum of opinions.
You have a rich program. On June 24, you will be performing at IX Moscow Conference on International Security… We appreciate your agreement to accept the invitation of the organizers.
Tomorrow you are speaking at the Permanent Council Collective Security Treaty Organization (CSTO)… This is also a very important component of promoting cooperative security, as it was envisaged in the OSCE documents.
I hope that today and within the framework of your other events in Russia we will be able to exchange views in detail on the state of affairs in the current OSCE activities on all three “baskets” – military-political, economic-ecological and human rights.
A separate large block of issues is the conflicts, the assistance in the settlement of which is the responsibility of the OSCE. I mean the internal Ukrainian, Karabakh conflicts, the Transnistrian settlement, the Geneva discussions on the Transcaucasus.
As we say, there is work to do.
