The topic of the meeting was the improvement of the organization of medical care in inpatient-type social protection institutions.

According to Tatyana Golikova, as of January 1, 2021, there were 1,486 organizations providing social services in a stationary form in Russia, including 1243 organizations for adults and 243 for children, as well as 1399 more stationary departments created in non-stationary organizations. The volume of funds from the budgets of the regions provided for in 2020 for the provision of social services in the stationary form of social services amounted to about 140 billion rubles. As Tatyana Golikova noted, in order to fully respect the rights of citizens to receive medical care in inpatient-type social protection institutions, including medical examination, consultations with specialist doctors, identifying those in need of palliative care, since the beginning of 2021, the regions have been recommended to conclude agreements on cooperation between regional executive authorities in the field of social protection and in the field of health care, as well as agreements on cooperation between inpatient-type social service organizations and medical organizations.

As of May 1, 2021, agreements between regional executive authorities were concluded in all 85 regions. In 67 regions, agreements on cooperation have been concluded between 1400 inpatient social service organizations and medical organizations, and work in this direction continues.

On behalf of the council, amendments to the Rules for organizing the activities of social service organizations have been worked out and since January 1, 2021. The recommended standards for the number of employees and the recommended list of equipment for equipping stationary social service organizations have been updated.

Taking into account the decisions of the council, amendments to the SanPiN were approved, establishing requirements for social service organizations. Since the beginning of this year, the Government has expanded the list of social services and introduced a new service to accompany citizens living in hospitals when they are hospitalized in medical organizations. By the end of the year, electronic document flow will be ensured between medical organizations and the ITU bureau. This will significantly reduce the time it takes to establish a disability, relieve a citizen of the need to provide certificates and allow him to apply and receive results electronically, through the portal of public services.

Another important task in terms of ensuring the rights of persons with disabilities is the provision of technical means of rehabilitation. On December 19, 2020, the norm came into force according to which rehabilitation means can be obtained not at the place of registration, but at the place of actual residence. From September 27, 2021, it will be possible to use an electronic certificate to receive certain types of rehabilitation means. According to Tatiana Golikova, this will not only shorten the time frame for the provision of technical tools, but also allow receiving them, taking into account individual preferences and characteristics.

Every year, about 2.5 million people with disabilities receive recommendations in various areas of rehabilitation – social, professional, socio-cultural, sports rehabilitation. The main directions have been named, but there are no mechanisms for carrying out rehabilitation. “In this regard, in the next two years we will develop and implement standards for the provision of such services and prepare specialists. We will carry out additional training of specialists in the regions, equipping institutions and consulting support for parents, ”the Deputy Prime Minister noted.

In addition, a draft Concept for the formation of a comprehensive rehabilitation and habilitation system for the disabled and disabled children has been developed. “The main goal that we set for ourselves is to form a comprehensive rehabilitation system throughout the country with coverage of all disabled people in need with rehabilitation services, including medical rehabilitation,” Tatiana Golikova emphasized.

The Deputy Prime Minister also drew attention to the fact that medical rehabilitation in the context of the spread of a new coronavirus infection is of particular importance and is a conscious need for patients with chronic diseases, especially those who have undergone COVID-19. In this regard, she noted the intensification of dispensary observation among the priority areas in the work. In accordance with the instruction of the President of Russia, from July 1, an expanded procedure for conducting preventive medical examinations and prophylactic medical examinations will be implemented in all regions.
