On June 22, during an operational conference call, the head of the EMERCOM of Russia, Evgeny Zinichev, assessed the operational situation in the emergency response zones caused by a complex of unfavorable meteorological phenomena in the Crimea, Transbaikalia and the Amur Region. The meeting was attended by the Governor of the Trans-Baikal Territory Alexander Osipov, Governor of the Amur Region Vasily Orlov, Chairman of the Council of Ministers of the Republic of Crimea Yuri Gotsanyuk.
Regarding the situation in the Republic of Crimea, Deputy Minister of EMERCOM of Russia Viktor Yatsutsenko, who is in the region, noted that currently in two settlements – the city of Yalta and Priozernoe – 37 private residential buildings with personal plots, 17 basements of apartment buildings and 12 socially significant objects.
“Since June 18, in the cities of Yalta and Kerch, the grouping of forces and means of the department has been increasing. 156 people and 34 units of equipment of the Don Rescue Center have already been involved. In addition, airmobile detachments of the Noginsk and Tula rescue centers in the amount of 200 people and 30 pieces of equipment, including mobile complexes for special treatment, were sent to Yalta. Emergency recovery work continues in the republic. In total, more than 2.3 thousand people and 420 pieces of equipment were involved in the liquidation of the consequences. Over the last 24 hours alone, fire and rescue units have pumped out more than 28 thousand cubic meters. m of water, exported over 1.5 thousand cubic meters. m of garbage, drying of 31 residential buildings was carried out, more than 8 thousand sandbags were laid, psychologists provided assistance in 108 cases. Evaluation commissions are working to determine the damage, lists are being prepared for making payments to citizens affected by flooding.
“We need to be prepared for a possible worsening of the situation. Pay attention to storm sewers, river beds, as well as the situation in mountainous areas, where lenses with water could have formed, to prevent possible mudflows. In addition, it is necessary to increase the number of evaluation commissions to improve the efficiency of their work, ”the Minister emphasized.
The flood situation in the Trans-Baikal Territory is stabilizing, but is under the control of the Russian Emergencies Ministry. So, in 24 settlements, 88 residential buildings, 524 personal plots, 15 low-water bridges and 10 sections of highways remain flooded. There are no flooded socially significant objects. To eliminate the consequences of flooding in the emergency zone, the RSChS group is working in the amount of almost 400 people and 76 units. equipment, including 27 watercraft and two MI-8 helicopters EMERCOM of Russia. The personnel of the Amur Rescue Center of the EMERCOM of Russia was involved. Five TAPs with a capacity of 800 people currently accommodate 15 people, including two children. The work of interdepartmental commissions on damage assessment has been organized in all affected areas.
The situation in the Amur Region is of particular concern today, where 24 private houses, 73 household plots, and 12 road sections have been flooded in 6 settlements.
The RSChS has organized three boat crossings. During the day, work was carried out on filling and erecting dams in 3 settlements. A build-up of groups of the Siberian, Amur and Kamchatka rescue centers in the amount of 244 people and 12 pieces of equipment, 21 watercraft, 20 motor pumps and 7 drones was carried out. Deployed 23 TAPs with a capacity of 2299 people.
E. Zinichev noted that in the near future a task force will be sent from the central office to provide assistance and control the situation in the Trans-Baikal Territory and the Amur Region under the leadership of First Deputy Minister Alexander Chupriyan.
