An expanded meeting was held in Petrozavodsk under the Head of the Republic of Karelia Artur Parfenchikov on the issues of meeting the need for qualified personnel, which was attended by representatives of the authorities, ministries, departments and business, including the head of the Federal Penitentiary Service of Russia for the Republic of Karelia, Colonel of the Internal Service Alexander Terekh.

In connection with the expansion of the practice of applying punishment in the form of forced labor by the courts, the issue of increasing the number of places for housing convicts is becoming more and more urgent. The participants were informed about the work on the organization of sections of correctional centers for the employment of persons sentenced to forced labor, in order to attract additional labor resources. Currently, work is being completed in Segezha on the creation of a specialized institution – a correctional center, which will increase the limits of the existing site from 50 to 80 convicts. In addition, promising issues of creating sections of correctional centers on the basis of various republican enterprises were discussed.

Recall that compulsory labor is used as an alternative to imprisonment with the involvement of a convicted person in paid work with a deduction of a certain amount of money from his wages, and is appointed for commission of crimes of small or medium gravity or for committing a serious crime for the first time, as well as in order to mitigate punishment – replacing unserved part of the punishment in the form of imprisonment for convicts who, having proved the fact of correction by their behavior in places of imprisonment, were able to follow a further path, contributing to their resocialization and social adaptation.

The development of this type of punishment will also make it possible to reduce the level of recidivism in the region due to the receipt by convicts of a livelihood and the possibility of maintaining social ties, to increase the level of employment of the population, to attract additional labor to the production sector, thereby having a positive impact on the socio-economic development of the region.
