The Interregional Forest Fire Center “Sever” is being created on behalf of the President of Russia.

On the second day of her working visit to the Krasnoyarsk Territory, Deputy Prime Minister Victoria Abramchenko inspected the implementation of the creation of a new interregional forest fire center “Sever”.

On behalf of Vladimir Putin, an interregional forest fire center “Sever” is being created in the country. The project implementation plan was approved by Deputy Prime Minister Victoria Abramchenko in 2020.

“The Sever Forest Fire Center is an urgent need for our country. The Government allocated 5 billion rubles for its creation – for the purchase of equipment, recruiting personnel, equipping paratroopers and paratroopers-firefighters with the necessary equipment. We assessed the airport infrastructure, examined the hangars for equipment and aircraft, and the places where the fire fighters were located. The Krasnoyarsk Territory as the main base of the center is ready, ”said Victoria Abramchenko.

The central base airport of the Sever Center, a structural subdivision of Avialesokhrana, is located in the village of Cheremshanka, Krasnoyarsk Territory. The center will provide assistance to the most flammable regions – to extinguish fires in remote and remote territories of Siberia and the Far East, primarily in the Republic of Sakha (Yakutia), Krasnoyarsk Territory, Irkutsk Region and Transbaikal Territory, and the Republic of Buryatia. In addition, the center will be able to provide assistance in fighting fires in the Amur Region, Khabarovsk Territory, Magadan Region, Kamchatka Territory. The center is designed for 390 employees: 193 people of aviation personnel and 197 people of the aviation fire service, including 150 paratroopers-firefighters and 47 people of auxiliary personnel, pilot-observers, drivers, chiefs of aviation departments.

In order to optimize the logistics costs for the redeployment of paratrooper fire service workers during the fire season, three additional air divisions will be created: in Krasnoyarsk, Irkutsk and the Republic of Buryatia.

It is planned to additionally purchase 112 units of specialized equipment, including six Mi-8MTV-1 helicopters, as well as 1,843 units of firefighting equipment and equipment, to carry out repairs of An-2 aircraft, which will be involved in detecting and extinguishing forest fires on the territory of protected areas included in composition of the Baikal natural territory.

Speaking about the fire hazardous situation in the regions, the Deputy Prime Minister recalled that the human factor remains the main cause of forest fires. She focused on burning dry herbaceous vegetation on lands bordering forests, and clarified that she had previously instructed the heads of the supreme executive bodies of state power and heads of the country’s constituent entities to monitor “strict observance of the ban on burning dry herbaceous vegetation, stubble, crop residues.” “We no longer provide support measures to those agrarians who allow agricultural fires. In addition, the governors were instructed to strengthen control over the observance of the ban on burning dry herbaceous vegetation on agricultural land, ”added the Deputy Prime Minister.

Since the beginning of the year, the implementation of the approved by the Cabinet of Ministersplanmeasures to improve the forest fire protection system. The document includes blocks of measures for the prevention and suppression of forest fires, as well as the introduction of effective technologies for monitoring fire hazards. In this regard, the deputy chairperson recalled that at the beginning of the year, federal subventions in the amount of 6 billion rubles were brought to the regions in full for measures to combat forest fires.

A special fire safety regime operates in 53 constituent entities of the Russian Federation.
