In order to check the organization of work on the execution of criminal punishments not related to isolation from society, the Head of the Department for the Organization of the Execution of Punishments not related to the isolation of convicts from the society of the FSIN of Russia, Major General of the Internal Service Elena Korobkova, visited the FSIN of Russia in the Omsk Region.
Accompanied by the head of the Federal Penitentiary Service of Russia for the Omsk Region, Major General of the Internal Service Konstantin Knis, a visit was organized to two isolated areas functioning as correctional centers at IK-9 and KP-13 of the Federal Penitentiary Service of Russia in the Omsk Region, as well as the branch of the Criminal Executive Inspectorate for the Central Administrative District the city of Omsk.
Then the representative of the Federal Penitentiary Service of Russia made a visit to the site of the correctional center, organized by OOO ZMK Most, where the living conditions and organization of the production process of those sentenced to forced labor were checked. Currently, 79 convicts live in a hostel provided by the employer at the site of the correctional center at ZMK Most LLC. All of them are employed at the enterprise in various positions, therefore they live in the immediate vicinity of the place of work.
At the end of the trip, Elena Korobkova visited correctional colony No. 5, which is in the process of liquidation, on the territory of which it is planned to open a correctional center with the possibility of living and employment for up to 450 prisoners sentenced to forced labor.
In order to establish promising and mutually beneficial cooperation with employers in the implementation of this type of criminal punishment as forced labor, as an alternative to imprisonment, an extended meeting was held in the conference hall of the Federal Penitentiary Service of Russia for the Omsk Region, in which the head of the Department of Employment of the Ministry of Labor took part and social development of the Omsk region Olesya Kail, President of the Chamber of Commerce and Industry of the Omsk Region Olga Fedulova, Commissioner for the Protection of the Rights of Entrepreneurs in the Omsk Region Yuri Gerasimenko, Vice President of the Union of the Omsk Regional Association of Employers Viktor Belov, as well as representatives of the largest enterprises in Omsk and the Omsk Region.
During the discussion of topical issues on the subject of the meeting, representatives of the business community expressed their opinion on the unconditional expediency and necessity of cooperation of employers with institutions of the penal system in the field of punishment in the form of forced labor, in particular, by organizing sections of correctional centers on the territory of organizations and enterprises with provision of jobs and organization of accommodation for convicts.
On the final day of her visit, Elena Korobkova held a working meeting with the Governor of the Omsk Region, Alexander Burkov. The meeting was also attended by the head of the Federal Penitentiary Service of Russia for the Omsk Region Konstantin Knis, First Deputy Minister of Regional Security of the Omsk Region Gennady Privalov, Minister of Labor and Social Development of the Omsk Region Vladimir Kupryainov and Minister of Property Relations of the Omsk Region Yevgeny Kozlov.
During the conversation with Alexander Burkov and members of the regional government, the possibility of creating and developing on the territory of Omsk and the Omsk region a network of sections of correctional centers at city enterprises with the possibility of employment and residence in them for those sentenced to forced labor.
In addition, during the meeting, the issue of the prospects for the creation in the region of Centers for social adaptation and social support of persons released from prison was raised. As it was noted, the creation of such institutions makes it possible to solve a number of issues on the prevention of recidivism and social welfare of persons released from places of imprisonment.
As noted during the meeting, the implementation of a systematic approach to post-penitentiary social support allows not only to better prepare convicts for release, to resolve issues of domestic and labor arrangements in advance, but also to accompany them during the period of adaptation to life in freedom.
